Are Low-Skill Public Sector Workers Really Overpaid? A Quasi-Differenced Panel Data Analysis, Peter Siminski

Public–private sectoral wage differentials have been studied extensively using quantile regression techniques. These typically find large public sector premiums at the bottom of the wage distribution. This may imply that low skill workers are ‘overpaid’, prompting concerns over efficiency. We note several other potential explanations for this result and explicitly test whether the premium varies with skill, using Australian data. We use a quasi-differenced Generalized Method of Moments (GMM) panel data model which has not been previously applied to this topic, internationally. This paper investigates two methods of displacement estimation using sampled acceleration and orientation data from a 6 degrees of freedom (DOF) Inertial Measurement Unit (IMU), with the application to sporting training and rehabilitation. Currently, the use of low cost IMUs for this particular application is very impractical due to the accumulation of errors from various sources. Previous studies and projects that have applied IMUs to similar applications have used a lower number of DOF, or have used higher accuracy navigational grade IMUs. In the present work, detailed studies were made on the optimization of microstructure and mechanical properties of a low-carbon microalloyed cast steel through control of heat treatment conditions. Specimens were austenitized at temperatures ranging from 950 to 1200 °C for 2 h followed by different cooling methods (furnace, air and water). For analyzing the effect of holding time on mechanical properties, some cast specimens were austenitized at 1100 °C for different times followed by furnace cooling. In this paper, the strain hardening behaviors of a low carbon Nb-microalloyed Si–Mn quenching–partitioning (Q–P) steel were investigated. The microstructures were analyzed by the scanning electron microscope (SEM) and transmission electron microscope (TEM). Mechanical tests were used to evaluate the room temperature tensile properties of the steel. The work hardening behaviors of the tested specimens were analyzed using the Hollomon approach. The results showed that a two-stage work hardening behavior was observed during deformation processes. In the first stage, for the quenched samples, martensite deforms plastically and the hardening exponent decreased. For the air-cooled samples, however, the carbide-free ferrite deforms …

Purpose: The conformity of the achieved dose distribution to the treatment plan strongly correlates with the accuracy of seed implantation in a prostate brachytherapy treatment procedure. Incorrect seed placement leads to both short and long term complications, including urethral and rectal toxicity. The authors present BrachyView, a novel concept of a fast intraoperative treatment planning system, to provide real-time seed placement information based on in-body gamma camera data. BrachyView combines the high spatial resolution of a pixellated silicon detector (Medipix2) with the volumetric information acquired by a transrectal ultrasound (TRUS). The effects of boron doping on the itinerant-electron metamagnetic (IEM) transition and the magnetocaloric effects (MCEs) in the cubic NaZn13-type La0.8Gd0.2Fe11.4Si1.6 compound have been investigated. The Curie temperature, TC, of La0.8Gd0.2Fe11.4Si1.6Bx compounds with x=0, 0.03, 0.06, 0.2 and 0.3 was found to increase from 200 K to 222 K with increase in boron doping, x. The maximum values of the isothermal magnetic entropy change, ΔSM, (derived using the Maxwell relation for a field change ΔB=0-5 T) in La0.8Gd0.2Fe11.4Si1.6Bx with x=0, 0.03, 0.06, 0.2 and 0.3 are 14.8, 16, 15, 7.5 and 6.6 J kg−1 K−1 respectively, with corresponding values of …

This paper presents the application of four nonlinear methods of feature extraction in slewing bearing condition monitoring and prognosis: these are largest Lyapunov exponent, fractal dimension, correlation dimension, and approximate entropy methods. Although correlation dimension and approximate entropy methods have been used previously, the largest Lyapunov exponent and fractal dimension methods have not been used in vibration condition monitoring to date. The vibration data of the laboratory slewing bearing test-rig run at 1 rpm was acquired daily from February to August 2007 (138 days).
