The purpose of this paper is to critically analyse various aspects of Australian Financial Services Regulation in terms of Llewellyn’s Theory of Financial Services Regulation and offer suggestions for the improvement of FSR based on the analysis. A discussion based approach is used to conduct this analysis. It is observed that the FSR Act, 2001 of Australia does not cover credit products thereby leaving an important segment of the market outside the purview of the Act. Introduction and Aims. With the headline 'Ecstasy Over The Counter' in a popular daily newspaper, the debate on drug policy officially entered the arena of the 2003 New South Wales (Australia) State Election. The debate resurfaced in the lead-up to the 2004 Australian Federal Election. This paper analyses the pre-election coverage of drug policy issues in four Australian newspapers. Design and Methods. Four high-circulation daily newspapers were monitored for a one-month period prior to both elections and analysed for their coverage of drug policy, particularly with respect to the policy of the Greens. Background: Meta-analyses of antidepressant medications have reported only modest benefits over placebo treatment, and when unpublished trial data are included, the benefit falls below accepted criteria for clinical significance. Yet, the efficacy of the antidepressants may also depend on the severity of initial depression scores. The purpose of this analysis is to establish the relation of baseline severity and antidepressant efficacy using a relevant dataset of published and unpublished clinical trials. We have mapped U (238U) and Th (232Th) elemental concentrations as well as U-series isotope distributions in a Neanderthal tooth from the Middle Palaeolithic site of Payre using laser ablation ICP-MS. The U-concentrations in an enamel section varied between 1 and 1500 ppb. The U-concentration maps show that U-migration through the external enamel surface is minute, the bulk of the uranium having migrated internally via the dentine into the enamel. The uranium migration and uptake is critically dependent on the mineralogical structure of the enamel. -Textile based sensors which can be used to measure the chemical composition of bodily fluids represents a major advancement in the area of wearable technology. BIOTEX is an EU funded project aiming to develop such sensors with a particular interest in monitoring perspiration. A textile based fluid handling system has been developed for sample collection and transport. Sodium, conductivity and pH sensors have also been developed. This paper details the integration and testing of these sensors. The acting force on the roll system of Sendzimir mill was analyzed using 3D FEM. The present work introduces a new type of numerical analyzing method: the contact element method with two relative coordinates (CEM). The main characteristic of the procedure is elements meshing on the basis of the contact length between objects and that each element has two relative coordinates. The "discriminative direction" has been proven useful to re- veal the subtle difference between two anatomical shape classes. When a shape moves along this direction, its deformation will best manifest the class difference detected by a kernel classifier. However, we observe that such a direction cannot maintain a shape's "anatomical" correctness, in- troducing spurious difference. To overcome this drawback, we develop a regularized discriminative direction by requiring a shape to conform to its population distribution when it deforms along the discriminative direction. This paper is concerned with the low-cost iterative equalization/detection principles for coded linear systems with cyclic prefixes. Turbo frequency-domain-equalization (FDE) is applied to systems that may contain the joint effect of multiple-access interference (MAI), cross-antenna interference (CAI) and inter-symbol interference (ISI). We develop an SNK-variance evolution technique for the performance evaluation of the proposed systems. Numerical results in various channel environments demonstrate excellent agreement between the predicted and simulated system performance. © 2008 IEEE.

This paper is concerned with orthogonal frequency-division multiplexing interleave-division multiple-access (OFDM-IDMA) systems over frequency-selective fading channels. Deliberate clipping is applied to reduce the peak-to-average power ratio (PAPR) of each user's transmitted signal. An iterative multiuser detection (MUD) technique is developed to recover the performance loss due to clipping. A semi-analytical signal-to- noise ratio (SNR) evolution technique is proposed, which can provide quick and accurate prediction of the iterative MUD performance. Numerical results show that the performance of OFDM-IDMA is not sensitive to the frequency selectivity of channels, and OFDM-IDMA is more power-efficient than other alternative multi-carrier transmission techniques. © 2008 …

This paper is concerned with coded multi-ary systems over linear channels. Based on a semi-analytical evolution technique, the impact of signaling schemes on the performance of low-cost iterative linear minimum-mean-square-error (LMMSE) detection is studied. It is shown that superposition coded modulation (SCM) maximizes the output signal-to-noise ratio (SNR) of LMMSE detectors. Consequently, SCM may potentially outperform other conventional signaling schemes when LMMSE detectors are used. Numerical examples are provided to verify the theoretical analysis. © 2008 IEEE.

This paper describes the statistical analysis of annual trends in long term datasets of greenhouse gas measurements taken over ten or more years. The analysis technique employs a bootstrap resampling method to determine both the long-term and intra-annual variability of the datasets, together with the uncertainties on the trend values.
