This thesis is an historic archaeological comparison of the two cemeteries that comprise today’s Liberty Cemetery in Kenosha County, Wisconsin: the Old Cemetery (1844-1883) and the New (1885-1924). Salem, Wisconsin’s first settlers arrived in the 1830s, and shortly thereafter some began burying their dead at a place called Liberty Corners. The burial grounds continued to grow, and within a few years, the church across the street began overseeing it. The church transferred the graveyard to a private organization in 1884, and that group mixed a new cemetery—called Liberty Cemetery—into the same grounds as the old one. This thesis compares these …

This thesis is an ethnography of an historical reenactment group which stewards a living history village portraying the nineteenth-century “Wisconsin frontier.” It analyzes productions from improvisations, to scripted vignettes, to a “whodunit” mystery game. Across their practice, reenactors are met with a host of challenges including ‘authenticity,’ balancing constructionism and objectivism, visitor engagement, educating the public, and the bleeding together of period techniques and modern thinking. Such challenges push against the boundaries of analyzing the project of reenactment (or larger social life) as theatre. Given terms like “play-acting” and “role-playing” in the space of reenactment, this thesis examines this phenomenon …

The term “Black Capitalism” was coined by Richard Nixon during the 1968 presidentialcampaign as a means of both quelling the unrest of the previous decade regarding the more volatile factions within the larger civil rights movement as well as helping African Americans enter the economic mainstream. Once president, Nixon’s rhetoric became a policy through the creation of the Office of Minority Business Enterprise and loans through the Small Business Administration. Alabama Governor George Wallace ran for the presidency four times between 1964 and 1976, bringing his candidacy north of the Mason-Dixon Line to Wisconsin. Wallace’s campaign in the Badger State fostered a debate among residents regarding constitutional principles and values. Wallace weaponized federalism and states’ rights, arguing that the federal government should stay out of school segregation, promote law and order, restrict forced busing, and reduce burdensome taxation. White working-class Wisconsinites armed themselves with Wallace’s rhetoric, pushing back on social and political changes that threatened the status quo. Civil rights activists and the black community in Wisconsin armed themselves with …

This thesis examines the relationship between humans and elk (Cervus canadensis) in the western Great Lakes region from prehistoric through early historic times, with a focus on Wisconsin archaeological sites. It takes a social zooarchaeological perspective, drawing from archaeological, ecological, biological, historical, and ethnographic sources. I also use optimal foraging theory to examine subsistence-related decisions. Based on my review of 34 Wisconsin archaeological sites or site components, elk diminished in relative dietary importance in prehistoric times as subsistence strategies shifted. The use of their bones, especially scapulae and antlers, in tool production increased. Other roles, as markers of group and …

During the 1960s, the City of Milwaukee was enduring fiscal distress. Mayor of Milwaukee, Henry Maier, turned to the State of Wisconsin to modify the state shared revenues formula as a method to increase funding for central cities. Maier created the Wisconsin Alliance of Cities, which was comprised of mayors throughout the state, in order to gain the support needed to pass formula changes through legislation. This thesis examines how the Alliance of Cities was able to modify the state shared revenues formula. Although the Alliance faced rejection from the state legislature, two factors enabled a reform. Older adults are important users to consider in the evaluation of transportation services. Many older non-drivers take fewer trips than their driving peers. It is important that transportation services meet the needs of older adults to provide greater access to this subset of the population. This thesis applies the Analytical Hierarchy Process (AHP) to evaluate the thirty-one non-private transportation services that exist in southeastern Wisconsin. The AHP structure uses multiple criteria to evaluate and rank several alternatives based on a stated goal. The following dissertation focuses upon the organization of Pleistocene / Holocene period lithic technology in Wisconsin circa 10,000 – 10,500 years before present. Lithic debitage and flaked stone tools from the Plainview/Agate Basin components of the Heyrman I site (47DR381), the Dalles site (47IA374), and the Kelly North Tract site at Carcajou Point (47JE02) comprise the data set. These Wisconsin sites are located within a post glacial Great Lakes dune environment, an inland drainage/riverine environment, and an inland wetland/lacustrine environment. This thesis examines the expression of consumer behavior and choice through ceramic archaeological remains from the Stephen Field Farmstead (47WL351) site, a nineteenth-century farmstead located in East Troy Township, Walworth County, Wisconsin, with emphasis placed on the ceramics recovered from Feature One, a stone-lined privy vault. Ceramics were collected in 2010, 2011, and 2013, during field investigations conducted by the Wisconsin Historical Society-Museum Archaeology Program. The collection is permanently housed at the East Troy Area Historical Society, but is currently on loan to the University of Wisconsin-Milwaukee. The skeletal remains of 24 individuals were disinterred from the Altenburg Lutheran Church Society Cemetery and the German Evangelical Lutheran Cemetery (Stolz Site) in 1987 and 1989, respectively. Both unmarked cemeteries were located in Mequon, Wisconsin. The majority of these individuals were interred during the mid-nineteenth century, a time when German populations were becoming established as a major cultural and ethnic force within the region. Although these cemeteries have undergone multiple analyses, they have not been incorporated into larger discussions of settlement and mortuary practices in the area. Individual burials are always representative of both individuals and collective actors. The physical remains, material culture, and represented practices in burials can be used in concert to study identities and social personas amongst individual and collective actors. These identities and social personas are the result of the interaction between agency and structure, where both individuals and groups act to change and reproduce social structures.

In this dissertation research, I investigate two cases which exemplify a larger politics of multimodal transportation in Wisconsin: the 2010 Wisconsin high-speed rail (HSR) debate; and the 2011 debate over whether to add a bike path to Milwaukee's Hoan Bridge during its redecking. In both case studies, I trace the politics of these projects, and investigate how the decisions not to pursue these projects came to be legitimized. I approach these case studies using a transportation-focused politics of mobility framework, located at the intersection of transportation geography and new mobilities paradigm scholarship. The Kenosha-Racine-Milwaukee commuter rail (KRM) proposal was one of many passenger rail proposals studied for the greater Milwaukee area over the past few decades. The proposed line would have connected the cities of Kenosha, Racine and Milwaukee, as well as communities in northern Illinois, along already existing rail lines. An analysis of archival information, newspaper coverage, and interviews with key stakeholders were conducted to explore the influence of an auto-dominated culture, the role of politics, local and regional expectations, funding issues, and the legacy of earlier local debates to determine why the KRM commuter rail proposal failed. At the beginning of the 20th century railroad logging camp settlements dotted the landscape in Northern Wisconsin in order to supply growing city populations and immigrants moving west with building materials. Many temporary towns were created in order to house the workers and their families and provide basic amenities needed to survive in an isolated environment. These communities typically lasted until the extraction of the hardwood was complete and then communities would abandon their makeshift dwellings and move on to the next stand of trees. This study investigates how the Wisconsin attorney general reviews and sometimes intervenes in access disputes over the state's public records law. The study posed three primary questions: How do the attorney general's administrative review mechanisms operate in practice? To what extent are the mechanisms effective at resolving disclosure disputes? And do the mechanisms help people unable to hire a lawyer to litigate? The study analyzed correspondence in 304 cases over six years to generate data on the quantity and nature of the attorney general's caseload in that time period. Nearly half of the world's bat species are threatened by anthropogenic land use. To contribute to the conservation of these cryptic mammals, it is imperative to understand bat habitat selection in human-dominated landscapes. Bat activity was calculated using active acoustic surveys conducted June and July for three years along river and lake transects in an agricultural matrix. Using multiple logistic regression and ANOVA regression tree analyses, I examined the relationship between bat activity of four species and habitat structure at multiple scales.

This research investigated decadal changes and future projections of precipitation in the Metro Milwaukee and surrounding area, the largest urban area in Wisconsin. Spatial and temporal precipitation patterns derived for the Metro Milwaukee from the high-resolution gridded historical climatic dataset for Wisconsin were analyzed for 1950-2006. In addition, precipitation scenarios were generated via statistical downscaling of the Third Generation Coupled Global Climate Model (CGCM3) outputs. The delta method was chosen for the statistical downscaling of the CGCM3 output for the two future time periods, 2041-2070 (2050s) and 2071-2100 (2080s). Harold Breier served as Milwaukee's Chief of Police from 1964 until 1984. His tenure occurred during a time of cultural upheaval in the United States, marked by the turmoil of the civil rights movement, the peace movement, and a youth rebellion against traditional societal values and norms. Many people perceived Breier as an opponent of cultural or political change. He was accused of tolerating excessive police force, especially when minority citizens or counterculture youth were involved, and presiding over a racially segregated police department. In 1984 the Employment and Training Institute embarked on a two-year study of the GED and its use in Wisconsin, at the request of State Superintendent Herbert J. Grover. The study explored the use of the GED credential by employers and post-secondary institutions in the state, the level of skills attained by GED holders, and the performance of GED holders in post-secondary education in the state. Some of the findings of the research were positive, some were negative.
