The Knox County Sheriff’s Office (KCSO) continues to heavily collaborate with Immigration and Customs Enforcement (ICE), in spite of the consistent community opposition and ongoing legal ramifications that have resulted from Knox County’s 287(g) and detention bed contracts. Research on these programs and Knox County’s immigration enforcement involvement has largely focused on the logistics of enforcement mechanisms, the racism and xenophobia that construct the programs, and the legal challenges Knox County has faced as a result of their execution of the contracts. After the events of September 11, 2001, the United States enacted and expanded multiple policies and programs aimed at addressing national security concerns and racialized anti-immigrant sentiments. These included the creation of Immigration and Customs Enforcement (ICE), the REAL ID Act of 2005, Section 287(g) of the Immigration and Nationality Act, the Secure Communities Program, and the Criminal Alien Program, among others. On November 6, 1986, the President signed into law immigration reform legislation. The new law (P.L. 99-603, "Immigration Reform and Control Act of 1986" ) makes it unlawful for any person knowingly to hire, recruit or refer for a fee any alien not authorized to work. It also requires that employees comply with the employment verification system as outlined by the law.
