The purpose of this research is to better understand GAO bid protest outcomes, if they are perceived as effective by stakeholders particularly small businesses, and what implications perceptions of outcomes have for small businesses. As a small business owner in the U.S. Federal government contracting space, the rationale for this research improves my business’s performance and inform other small business practitioners of the practical utility of GAO protests. At the end of the state perpetrated largescale violence, two important puzzling questions need to be addressed by post-conflict states. The first one chiefly concern how to ensure accountability or fight impunity, and the second is concerned with how to transform a society wrecked by prolonged conflicts into a durable peace in a non-violent means (Jarstad & Sisk, 2008). When studying local state building this article addresses the questions how does state led conflict mitigation in post conflict Rwanda work? How is it experienced by the citizens in terms of participation, accountability and local state legitimacy? Theoretically, the study engages with literature on state-building, state society relations and local conflict mitigation. Genocide studies considers the accountability various of perpetrators, as well as the needs mass atrocity creates. The inclusion of market actors, however, remains marginalized. This article considers factors perpetuating this marginalization and its costs, arguing for greater inclusion of market actors in genocide-related discussions. Relegating the importance of these actors makes the field, not their role, tangential. The denial of the Armenian genocide led to devastating effects on both the individual and collective levels which in many cases were passed down to their descendants. In BiH, many of the facts are not denied per se but the interpretation is such that genocidal intent is denied. While some research has been done on the consequences of trauma among BiH survivors, no in-depth studies are found on the effects of denial on the survivors’ psychosocial well-being.
