This paper presents results from a three-part study on diagnosis of children with affective and behavior disorders. We examined the reliability, discriminant, and predictive validity of common diagnoses used in mental health services research using a research diagnostic interview. Results suggest four problems: a) some diagnoses demonstrate internal consistency only slightly better than symptoms chosen at random; b) diagnosis did not add appreciably to a brief global functioning screen in predicting service use; c) low inter-rater reliability among informants and clinicians for six of the most common diagnoses; and d) clinician diagnoses differed between sites in ways that reflect different …

Writing and researching are highly interrelated processes and there is much overlap between the goals and responsibilities of writing center staff and librarians. There is little evidence, however, that partnership between writing centers and libraries has been instituted as standard practice in academic institutions. The purpose of this study, therefore, is to explore the current state of the relationship between the writing center and the library. A telephone survey was administered to librarians in a sample of 268 academic institutions. With an increase in our pool of users and a cap on hiring, the librarians in our shop needed a way to clone themselves in order to deliver the same good service on which we pride ourselves and on which our constituency has come to rely.

Our proposed solution was to create video segments on how to use the library effectively. Funded by a grant, a project was undertaken to produce a series of fifteen videos designed to guide students through the research and writing skills that their program chairs deem essential for top-quality work. The federal Mental Health Parity Act of 1996 requires insurers to offer the same benefits for mental disorders and substance abuse as they would for physical disorders, including any annual or lifetime limitations and restrictions placed upon such coverage. This report examines actuarial studies, the current state of parity legislation across the nation, cost of treatment issues, and the impact on Florida should parity legislation be passed.

By failing to appropriately treat adults and children with severe mental illness, we incur enormous social costs through payments for disability benefits (Medicaid, SSI, SSDI), increased medical expenses, accidents and suicides, avoidable criminal justice proceedings, lost productivity, and increased need for homeless shelters and services. People who are underinsured are forced by arbitrary caps and limits to increasingly rely on the public sector. By providing parity for mental health, Florida will bring mental health into the mainstream of health care and become a leader in dispelling the prejudice that surrounds treatment of persons with severe mental illness.

Mental health parity legislation could substantially reduce the degree to which financial responsibility for the treatment of mental illness is shifted to government, especially state and local government. There is substantial evidence that both mental health and addictions treatment is effective in reducing the utilization and costs of medical services. There appears to be a lack of substantial evidence to discourage Florida from pursuing mental health and substance abuse parity legislation.
