China is identified as posing a key challenge to US national security interests in cyberspace. These threats are incurred across the spectrum of conflict, ranging from low-level crime, to network penetration, to cyberattacks that have the potential to cause major physical destruction. Thus far, the majority of strategic assessments of China’s cyber capabilities have focused on the role of the People’s Liberation Army (PLA), which is officially tasked with undertaking offensive operations in cyberspace.[1] However, China does not employ its cyber capabilities in isolation. Lexical Link Analysis (LLA) is a form of text mining in which word meanings represented in lexical terms (e.g., word pairs) are treated as if they are in a community of a word network. LLA can provide automated awareness for analyzing text data and reveal previously unknown, data-driven themed connections. We applied LLA to develop authentic archetypes and conversely determine potential imposters of that same archetype. Can You Get A Ticket? Adaptive Railway Booking Strategies By Customer Value, Jiana-Fu Wang, Ren-Huei Huang

This paper integrates a customer segmentation method with a discrete event simulation model to bridge the gap between identifying customer behaviors and using this knowledge to respond to customers and make the best use of resources. Three strategies are proposed and examined to improve the operation efficiency of a ticket-booking system. Their objective is to assist high-value customers in obtaining the tickets they want and/or reduce cancellations and failure-to-pays from low-value customers. Our simulation results demonstrate that the high-value, customer-friendly strategy beats all in assisting high-value customers and simultaneously improves railway operation performance. Regularity Of Public Transport Usage: A Case Study Of Bus Rides In Lisbon, Portugal, Stefan Foell, Santi Phithakkitnukoon, Marco Veloso, Gerd Kortuem, Carlos Bento

This paper presents an analysis of regularity in public transport usage based on a large-scale bus transportation data of Lisbon, Portugal. By exploring the combined information from the bus boarding history of riders and bus arrivals at each bus stop, an analysis of individual bus usage was performed. Daily and weekly patterns were extracted, from which it was observed that a rider takes, on average, 2 trips, visits 1.93 distinct stops, and uses 1.55 distinct bus lines daily. Inter-trip time analysis revealed a daily cycle, and a study of the interaction between riders and bus infrastructure explored how usage was …

Based on a unique scanner panel data set on debit and credit card transactions, we examined the effect of gasoline prices on individual choices between private vehicle use and public transit ridership. The unique feature of our data allowed us to address possible heterogeneity in the effect of gasoline prices and to explicitly incorporate the link between private vehicle use and public transit ridership. A series of empirical analyses reveal that there is significant heterogeneity in the effect of gasoline prices on fuel consumption and that financial constraints and commitment to vehicle use determine individual sensitivities to the price of …

Drawing on the Spatial Network Analysis of Multimodal Urban Transport Systems (SNAMUTS) accessibility tool, this paper introduces comparative results of public transport network performance measures in 19 metropolitan regions in developed countries. These results are assessed typologically and functionally to highlight the contribution of each common public transport mode to maximize (or not) the integration of transport networks with the urban structure to optimize accessibility outcomes. Public Transit Equity Analysis At Metropolitan And Local Scales: A Focus On Nine Large Cities In The Us, Greg P. Griffin, Ipek N. Sener

Recent studies on transit service through an equity lens have captured broad trends from the literature and national-level data or analyzed disaggregate data at the local level. This study integrates these methods by employing a geostatistical analysis of new transit access and income data compilations from the Environmental Protection Agency. By using a national data set, this study demonstrates a method for income-based transit equity analysis and provides results spanning nine large auto-oriented cities in the US. Results demonstrate variability among cities’ transit services to low-income populations, with differing results when viewed at the regional and local levels. Regional-level analysis …

Public transportation systems in several developing cities face congestion, air pollution, and safety problems, yet many passengers use them regularly. This study examines the structure of passenger satisfaction and the role of mental adaptation under such conditions. Metro Manila MRT-3 was analyzed as a case study.
The actual and perceived conditions at the MRT-3 were assessed using surveys. Results of the waiting time and PM2.5 monitoring surveys revealed that passengers queue for 30 minutes, on average, while being exposed to unsafe levels of PM2.5. The questionnaire survey results show some discrepancies between actual and perceived values, suggesting …

This article describes the construction of a historical GIS (HGIS) of the Armenian genocide and its application to study how the genocide unfolded spatially and temporally using stage models proposed by Gregory Stanton. The Kazarian manuscript provided a daily record of events related to the genocide during 1914-1923 and served as a primary source. Models outlining and describing the stages of genocide provide a structured and vetted approach to studying the spatial and temporal aspects of the genocidal process, especially genocide by attrition. This article compares sentencing of those convicted of participation in the 1994 genocide in Rwanda. With over one million people facing trial, Rwanda constitutes the world’s most comprehensive case of criminal accountability after genocide and presents an important case study of punishing genocide. Criminal courts at three different levels— international, domestic, and local—sought justice in the aftermath of the violence. In order to compare punishment at each level, we analyze an unprecedented database of sentences given by the ICTR, the Rwandan domestic courts, and Rwanda’s Gacaca courts. Fish Names Variability Traces The Geo-Historical Dynamics Of Moroccan Fishermen Communities, Hicham Masski, Abdelaziz Ait Hammou

Fish vernacular names in Morocco needs a structuring system. Though used widely, these names are highly variable and do not necessarily meet trade requirements. The 138 species considered in this study have 691 vernacular names and the vernacular names lists of the 16 study sites show large disparities. The most part of this variability is of linguistic origin coming from four geographic regions and thus cultural groups. Even if possible, the adoption of a unique standard, which is the goal of the national fisheries regulation authorities, might encounter resistance to its dissemination throughout fishermen and the local population.

Learning To Survive Ecological Risks Among The Sidama Of Southwestern Ethiopia, Samuel J. Dira, Barry S. Hewlett

Sidama farmers rely on rain-fed agriculture and experience a highly variable natural environment. Recurrent drought, erratic rainfall, and crop and livestock loss are common in mid and lowland areas, but local people are not passive victims of the changing environment: they use accumulated knowledge and skills to respond to and buffer ecological changes. Based on freelists and in-depth interviews with 70 adults and 50 adolescents, this paper describes how the Sidama conceive of ecological risks, survive difficult times, and learn to be resilient. During the Rwandan genocide of 1994, Hutu extremists who launched a propaganda campaign to demonize Rwandan Tutsis, accusing them of planning to exterminate Hutus. Embracing the propaganda, gangs of Hutus went on a killing rampage, rooming the streets and ravaging Tutsis who fell prey to their assaults. Yet, the framing of Hutus as perpetrators cannot capture the work of those Hutus who actively offered assistance to Tutsis. These Hutus provided safe haven, essential material goods and emotional support to an unknown number of Tutsis. Why did these Hutus risk their lives to save Tutsis? The purpose of this article is to take stock of the European integration literature in reference to Eastern Europe in order to better understand how international forces affect minority rights. The article will focus on the status of the Albanian minority in the case of the Republic of Macedonia and attempt to illustrate how European integration has contributed to or hindered ethnic reconciliation between the ethnic Albanian minority and Macedonian majority through a historical-sociological analysis. Additionally, by linking the protection of minority rights to democratic consolidation, this article will show how the former is largely dependent on the latter.

Based on 46 interviews conducted in a 2-month period, this article explored the identity narrative of three generations of the Hutu Diaspora community living in Belgium. Through a analysis of the Rwanda's National Identity policy and political categories, the research aimed to explore important themes such as sense of self and other, victimhood, and homeland through the lenses of the perpetrator group. Moreover, it was essential to investigate the trans-generational impact the perpetrator label has on the next generations. This essay will discuss the research being conducted on Khmer Rouge-era human skeletal remains in Cambodia, and the implications of this work. First, the Cambodian project to conserve and analyze the remains at the Choeung Ek Genocidal Center (Choeung Ek) will be briefly discussed. This exceptional undertaking was the first complete scientific analysis of human remains from a Cambodian mass gravesite. Second, the author’s independent research at Choeung Ek and a collaborative project at another mass gravesite will be reviewed. China and Africa have had contacts since time immemorial. It is, however, in the last two decades that China vastly increased its engagement with Africa, following the first Ministerial Conference of the Forum on China-Africa Cooperation (FOCAC) that took place in 2000 and the Beijing Summit held in 2006. The feasibility of a multidimensional African Standby Force (ASF) and the African Capacity for Immediate Response to Crises (ACIRC) is uncertain. This is despite the existence of a policy framework initiating the ASF and regional mechanisms (RMs). The policy was adopted and adapted to assume a multidimensional configuration, in May 2003 and in 2004 respectively. The article assesses the socio-economic and human repercussions of one of the fiercest ethnic conflicts in Ghana’s Northern Region on people and society. While Ghana remains a stable democracy, sporadic ethnic and chieftaincy conflicts have been a recurrent feature of the political process. Analyzing data from survey opinions and interviews from wide spectrum of respondents, the study noted that the Nawuri-Gonja conflicts have destroyed the fabric of the society leaving behind squalor, breakdown of healthcare, education and psychological trauma. The management of Lake Victoria as a “regional common” is expected to adhere to the global principles of transboundary natural resource management. However, national interest and power asymmetry amongst riparian states buoyed by external demand have overwhelmed global and regional norms leading to incessant exploitation of the common resources. This paper uses idealist and realist perspectives of power relations to inform the analysis of conflicting interests in transboundary natural resource exploitation. Smartphone applications that provide transit information are now very popular. However, there is limited research that examines when and where passengers use mobile transit information. The objective of this research was to perform an exploratory analysis of the use of a smartphone application known as Transit App, which provides real-time transit information and trip planning (schedule) functionality. Backend data from Transit App were examined by time of day and day of week in the New York City metropolitan area.
