Transformistic theory emerged in the 1970s in an effort to predict the kinds of organizations that would be most successful in uncertain or highly turbulent environments. This theory posits that in uncertain environments, organizations must generate transformation on multiple levels -- individual, organizational, and societal -- if they are to change in ways that will ensure both their own viability and the overall well-being of society.

Congressional leadership takes place within an institution that serves two primary functions: making laws and representing citizens. Leaders play essential roles organizing the United States House of Representatives and the United States Senatethey set the schedule for debating bills and resolutions; formulate proposals to address public problems; represent their party's priorities through the media and in relations with leaders of the opposing party; support or oppose the president's initiatives in the legislative process; and build coalitions to pass legislation. In today's environment, organizations are expected to demonstrate responsibility and contribute to the collective good of society beyond their traditional role of job creation. I submit that an important social imperative for organizations in this era is to understand the interdependent nature of the environment in which they operate and purposely link their survival efforts to the survival and well-being of society.
