This poster will discuss how library support for article processing charge (APC) funds has changed since the first fund (as documented by SPARC) was established in 2005. The paper will also cover insights from one institution's implementation of an APC fund in 2018 and how that fund is serving as one method in a suite of tools to engage the campus community on the topic of open access more generally.

Institutional repositories (IRs) host an abundance of unique and valued digital content. The premise of garnering scholarly and local collection materials is to engage them for visibility and accessibility. As an additional tool to assist in the process of creating an infrastructure for reachable content, the WorldCat Digital Collection Gateway tool enables academic libraries to target individual repository collections to minimally harvest the metadata and be visible through WorldCat.org and OAIster. Acceptance to publish an article in a journal can be highly competitive and in some fields of study, there are few journal publication options. One way to explore whether gender bias exists in the process of scientific publishing is to examine the end product, ie, the published works, using previously validated criteria. Williams and Borins used this method and found significant gender bias in the studies published in the New England Journal of Medicine. This study will be challenged on the basis of the criteria used to detect bias. Are they valid'' Who is to decide" No generally agreed upon criteria exist to examine gender bias.
