Abstract

Introduction:

There are currently no legally enforced restrictions on the broadcast time of gambling advertising on UK television. In August 2019, the Industry Group for Responsible Gambling (IGRG) introduced a voluntary policy which limited advertising around live sports, creating a “safe” window of 5 minutes either side of a match, known as the “Whistle-to-Whistle” period. This policy intended to protect young and vulnerable people from the widespread exposure to gambling adverts on television during pre-watershed (9pm) live sports games.

The so-called Polish “gambling affair” of 2009 resulted in the adoption of a new Act on Gambling. The regulation significantly changed the legal environment in Poland. It was also the starting point of what we identified as the search of equilibrium - a number of further legislative changes aimed at creating a sustainable environment for gambling. Some market segments became delegalized, some monopolized, and others liberalized. The Polish Ministry of Finance and the parliament tried to find the right balance between consumer protection, business growth, and government revenue. A goal that is still to be achieved.

Singapore began to launch their gaming regulation system in 2005 by establishing a national framework on gambling prior to opening two integrated resorts in the country in 2010 (Winslow, Cheok, & Subramaniam, 2015). Reports on the results of a study that interview older adults at casinos and racetrack slot machine venues (racinos) in Ontario. The study used an intercept survey employing cluster sampling methods to obtain a random sample of 2,103 Ontario older adults (aged 55 and older) gambling at seven sites across the province. Older adults exiting the gaming floor were randomly selected to be invited to participate in an interview / survey, which required about 15-20 minutes of their time. The prevalence rates of problem gambling in the adult correctional population are 5 to 10 times higher than those found in the general population. The purpose of this study is to examine the type of interventions used to deal with this population. We conducted a combination of literature review and key informant study to examine the state of programming for problem gambling for clients who experience incarceration. The published literature on this topic is remarkably sparse. This presentation will discuss the results of a segmentation study done in Minnesota on the gambllng habits of the Millennial Generation. While much of the work done on this generation (or others)focuses on central tendencies, this study was designed to explore the diversity in the gambling behavior, motivations, and attitudes of Minnesotans between the ages of 18 and 35. The authors will demonstrate the wide range of gambling behavior and beliefs within this generation, and discuss the importance of understanding these differences for the gambling industry, public policy, responsible gambling, and problem gambling awareness, treatment, and prevention.

This paper provides a cross-national comparison of how governments around the world distribute revenues from state-directed gambling and how these choices have been justified by proponents and vilified by critics. Case studies where governments have popularized gambling expansion by “earmarking” revenues for particular good causes and where the state has collaborated with the voluntary sector to deliver programs from this revenue stream are examined. Lessons learned from challenges of various approaches are considered.

This study is a preliminary analysis of the socio-economic impact of casino gaming in Mesquite, Nevada. Mesquite is being studied from this perspective in order to provide policymakers with information that will aid in the determination of public policy relevant to and in conjunction with casino gaming activity. A combination of site visits to the area and interviews with casino executive personnel and relevant law enforcement was conducted for the purposes of gathering information for this study.
