In May 2013, The Lincy Institute1 commissioned, Tripp Umbach2 to prepare an economic impact report to show the value of a new, four-year allopathic medical school (hereinafter referred to as the new four-year medical school) in Las Vegas. To accomplish this task, Tripp Umbach evaluated multiple medical school development models in order to recommend the optimal model that would provide the greatest economic impact to the state of Nevada and the Las Vegas Metropolitan area.

On January 10, 2013 the elected leadership of Southern Nevada met to discuss the region’s governance, K--‐12, higher education, infrastructure, economic development, and health care needs. From that bipartisan discussion emerged policy priorities for the 77th Session of the Nevada Legislature. This report examines the degree to which the region’s elected senators and assembly members advanced these priorities and represented the interests of Southern Nevada in state government.

The emergence of the Great Recession of 2008 had a profound impact in Nevada. The economic downturn generated high unemployment levels and led to turbulence in many sectors, particularly residential home construction and the hospitality industry. In the wake of the crisis, median home prices in Nevada plunged, while the residential foreclosure rate increased and remains one of the highest rates in the country. By 2009, it was evident that a tightening of commercial bank lending for new mortgages, combined with the impact of rising joblessness and plunging housing values, was hampering recovery efforts in the housing sector and Nevada’s …

The quarter’s Mountain Monitor marks the four-year anniversary of Brookings Mountain West's quarterly tracking of the uneven pace of recovery across the major metro areas of the Intermountain West and it finds that, although the region continues to outperform the national economy the rate of recovery slowed moderately in the region’s metro areas.
As a group, Mountain region metro areas advanced on all four indicators of economic recovery tracked by the Monitor—employment, output, unemployment, and house prices—but their progress was more restrained in the third quarter of 2013 than it was in the second.

For the purposes of this article, the definition of an eBook lending platform is one that contains eBooks from multiple publishers that patrons may browse and checkout. Though these platforms have eBooks that allow for multiple and simultaneous users, in general they have a one-book, one-user model. Details about the major eBook lending platforms for academic libraries, eBook lending platform characteristics, why and how an academic library would license one, and finally what the future of this rapidly changing environment may hold are explained in this article.

Information literacy stands beside critical thinking and oral and written communication as fundamental proficiencies required for academic, professional, and personal success. These lifelong learning abilities overlap and intersect in many ways and far beyond library communities. Higher education associations, regional and disciplinary accreditation bodies, and even employers are demanding evidence that students graduate with these skills. Looking at two snapshots, albeit from a distance, gives an overview of how concentrated the gaming industry in Nevada has become:
- In 1998, 23 publicly held corporations owned 65 casinos that grossed more than $12 million that year from gaming. These casinos grossed 75.48% of the state’s total gaming revenue that fiscal year.
- In 2012, 22 publicly held corporations owned 70 casinos that grossed more than $12 million that year from gambling, pulling in 78.0% of that state’s total gaming revenue that fiscal year.

The federal government has had a curious relationship with gambling. For much of its history, the national public policy towards gambling was simple: prohibition, despite the audacity of a few laggard states in experimenting with legalization schemes. Towards the end of the twentieth century, however, the national policy shifted, at first to tolerance of legal gambling to endorsement of it. The five primary federal studies of gambling conducted in the twentieth century—the Kefauver Committee (1950–2), the President’s Crime Commission (1967), the Commission to Review the National Policy on Gambling (1974–6), the President’s Commission on Organized Crime (1984–6), and the National …

As digital library managers, we know our collections contain rich metadata, but data (or metadata) are encapsulated in these records and are accessible to users only when records containing them are retrieved in a search. This approach for managing data, although a common practice that extends far beyond digital collections, creates silos of data. Data associated with records is isolated and does not directly link to related data existing in other records. These silos hide valuable relationships among data, leaving to users the task of discovering these hidden connections.

Structural barriers that limit access to health care services for people with disabilities have been identified through qualitative studies; however, little is known about how patients with disabilities are accommodated in the clinical setting when a structural barrier is encountered. The purpose of this study was to identify how primary care medical practices in the United States accommodated people with disabilities when a barrier to service is encountered. Primary care practice administrators from the medical management organization were identified through the organization’s website. More than 90 percent of bills introduced in the U.S. House never make it to a floor vote, and far fewer are enacted into law. Since legislative gridlock is much more common than legislative action, in order to understand policy outcomes, it is critical to know why bills are obstructed. Gridlock occurs when a legislator (or group of legislators) wants to block a bill, and has the procedural right to do so. Using new data on the procedural rules in the U.S. states, this presentation will identify the chambers in which legislators can block bills from the legislative agenda. Then, …

Objective: The Life in BALANCE (LIB) study is a pilot translational study modeling the Diabetes Prevention Program (DPP) intensive lifestyle coaching intervention among an underserved, high-risk population: American Indians/Alaska Natives (AI/ANs) living in a large urban setting (Las Vegas, Nevada). Research Design and Methods: A total of 22 overweight/obese AI/ANs (age, 39.6 ± 10.4 years; BMI, 34.1 ± 6.3 kg/m2) at increased risk for developing type 2 diabetes (HbA1c > 5.4 (36 mmol/mol) < 6.4 percent (46 mmol/mol) participated in the program between April and December, 2011. Study participants completed a 16 week intensive lifestyle coaching intervention. In addition to obtaining qualitative data regarding opportunities and challenges of applying the lifestyle intervention for AI/AN participants in an urban setting, clinical data, including BMI, waist circumference, blood pres- sure, fasting blood glucose, and blood lipids (HDL, LDL and Triglycerides), were collected. Results: Only 12 of the 22 participants remained in the LIB program at the final post-program follow-up. Participants demonstrated significant decreased waist circumference and elevated HDL cholesterol. Triglycerides manifested the highest percentage change without statistical significance. No significant change was ob- served in blood pressure or fasting blood glucose. Conclusions: LIB participants’ improvements in BMI, waist circumference, HDL cholesterol and triglycerides suggests type 2 diabetes prevention programs aimed at urban AI/ANs show significant potential for reducing the risk of developing type 2 diabetes among this underserved and high risk community. Qualitative data suggest the main challenge for type 2 diabetes prevention specific to this population is a need for improved community outreach strategies.

Patent policy is rarely debated in relation to its distributive consequences. In particular, the Bayh-Dole Act has been discussed in terms of its effects on the pace of innovation or the organization of science. However, this lecture re-assesses this policy from the perspective of a fair distribution of resources, both those committed to and those created by research-based innovation. Specifically, examining the management of university’s intellectual property, Valdivia will identify the institutional arrangements that reinforce a very asymmetric distribution of political and economic resources among universities and then characterize subtle but important links between these inequalities and the social distribution …

Policy and businesses leaders have argued that there is a shortage of highly educated workers in professional occupations related to science, technology, engineering, and math (STEM). Critics have countered that Ph.D scientists often face a difficult academic labor market and do not necessarily earn higher wages than other professionals. Yet, both sides of the STEM debate have been relying on an ill-defined definition of STEM work. Using a detailed survey of worker knowledge requirements, this research project redefines STEM jobs based on the level of knowledge required in STEM fields to perform occupations. There is a growing body of academic literature that scrutinises the effects of technologies deployed to surveil the physical bodies of citizens. This paper considers the role of affect; that is, the visceral and emotive forces underpinning conscious forms of knowing that can drive one’s thoughts, feelings and movements. Drawing from research on two distinctly different groups of surveilled subjects – paroled sex offenders and elite athletes – it examines the effects of biosurveillance in their lives and how their reflections reveal unique insight into how subjectivity, citizenship, harm and deviance become constructed in intimate and public ways vis-à-vis technologies …

The federal government spends more than $600 billion or 17 percent of its budget each year on grants to states and localities. Nevada consistently ranks at the bottom among states in its allocation of federal dollars per capita. This presentation will examine the reasons for Nevada’s “donor state” status including state demographics, federal funding formulas, and state policy decisions. It will focus especially on Medicaid, the largest federal grant program, and Governor Brian Sandoval’s recent decision to participate in the program expansion scheduled for 2014 under the Affordable Care Act. Economic recovery progressed steadily across the metropolitan Mountain West in the second quarter of 2013. Many of the region’s major metro areas counted among the strongest economic performers nationally, but output growth slowed over the quarter and the region‘s unemployment recovery looked to be stagnating. Moderate job growth and a fast and accelerating housing recovery buoyed the Mountain West economy in the second quarter.
