The prevalence of mental health problems in the juvenile offender population is substantially higher than that of the general population (Cocozza & Skowyra, 2000). Studies estimate that one in five juvenile offenders has serious mental health problems, which is nearly twice the rate of occurrence of mental illness in children and adults in the general population (NMHA Fact Sheet #l). However, there have been several methodological problems encountered in previous research. This project was initiated to support the Technical Information Center (TIC) efforts to acquire cited-reference documentation (journal articles, technical reports, book chapters, symposia and other monographs, reference materials, etc.). It also supported selective acquisition by UNLV Libraries of titles that would benefit the YMP, UCCSN/UNLV, and the general public’s research needs in the area of underground nuclear waste disposal and nuclear waste transportation.

The Harry Reid Center for Environmental Studies (HRC) at the University of Nevada, Las Vegas (UNLV) has analyzed approximately 200 groundwater samples for over 60 trace elements and major solutes over the past ten years. These samples represent groundwaters from the Nevada Test Site, Amargosa Valley, the Spring Mountains, Death Valley, Ash Meadows, Pahranagat Valley, and Oasis Valley. The preparation of a data base containing all of these data is near completion and will be submitted to DOE upon its completion. Data verification is in progress. ECHO housing was introduced in the United States in the 1980s based on a program started in Australia in 1975. An ECHO unit is a small house in which an elderly person resides and which is placed near the home of a host (either relatives or close friends of the elderly person). The purpose of this arrangement is to make it convenient and efficient for the occupants of the host family dwelling to provide assistance to the elderly person residing in the smaller ECHO house.

The Economic Impact Of The Yucca Mountain Nuclear Waste Repository On The Economy Of Nevada, Mary Riddel, Martin Boyett, R. Keith Schwer

Current Yucca Mountain Project (YMP) operations provide relatively high-wage employment to the Nevada economy and constitute an economically stable proportion of the total gross state product (GSP). If the YMP were discontinued, economic losses, relative to the current economy, would be substantial. In 2000, the YMP contributed $195.7 million to the Nevada economy and an additional $188.6 million in 2001. The YMP was responsible for 3,650 jobs in 2000. This translates into a real disposable income of roughly $131 million earned each year in the state of Nevada.

The Benefits Of Breastfeeding: An Introduction For Health Educators, Sheila G. J. Clark, Timothy J. Bungum

Currently 16% of Americans breastfeed their children for at least 12 months as recommended by the AAP, which is well below the HP 2010 goal of 25%. Breastfed infants receive benefits that can improve their health throughout their lives. The benefits of breastfeeding for children include increased resistance to infectious diseases, such as gastroenteritis, respiratory tract infections, and ear infections. Breastfed children also display lower rates of chronic diseases including diabetes, obesity, asthma, and leukemia. The choice to breastfeed results in economic benefits from lower health care costs and from reduced spending on infant formula. The Healthy People 2010 targets …

In Part I of this report, we describe the work completed during the last fiscal year (October 1, 2002 thru September 30, 2003). The single biggest challenge this past year has been to develop and deliver a new software technology to classify Homeland Security Sensitive documents with high precision. Not only was a satisfactory system developed, an operational version was delivered to CACI in April 2003. The delivered system is called the Homeland Security Classifier (HSC).

Reference services at Oregon State University's Valley Library have undergone several reorganizations in response to institutional changes, shifting service needs and patron demands. Part of this history includes training for and functioning in team-based management. We have now evolved to a management model that utilizes workgroups and an advisory and coordinating council to assist in running the department. We find this model provides flexibility, sharing of the workload and professional development opportunities, all of which are essential in today's tumultuous reference environment. We will describe the functioning, potential hazards and multiple advantages of this model.

Attention to several organizational issues will facilitate the efforts of the Clark County regional Pre-Disaster Mitigation project. Key considerations include defining terms efficiently, establishing and maintaining a clear timeline, determining rules for acceptability of new information, determining the nature and boundaries of concerns to be addressed, evaluating a full range of mitigation options, considering how to manage uncertainty, and ensuring stakeholder buy-in and participation. The NOAA seven-step process should serve as an operational template. Project participants should anticipate substantial uncertainty, and consider probabilistic methods (e.g. Monte Carlo analysis) for coping with uncertainty within a GIS framework.

The development of any adequacy based school finance system involves three components, which correspond to the three substantive sections of this paper:

First, a state must select measures of adequacy, either in terms of resources or student performance. Such measures are necessary to identify school districts below the standard. Although these measures can be controversial and difficult to develop, this choice is unavoidable.

Second, a state must estimate the cost of reaching a given performance standard in each district. The cost function approach presented in this study relies on statistical methods to extract from actual data the impact of student …
