This professional paper will evaluate the impact of the Airport Noise and Capacity Act on Clark County's ability to reduce aircraft noise associated to helicopter sightseeing tours originating from McCarran International Airport. The paper will first provide the reader a brief introduction to aircraft operations in Las Vegas, and summarize local helicopter 1 noise activities. The paper will then present the legislative requirements and history concerning the curtailment of aircraft operations.
