Notes Regarding Nebraska Population Change From The Tuesday December 20, 2016 U.S. Census Bureau Release Of State Population Estimates As Of July 1, 2016, David J. Drozd

The Census Bureau estimates the July 1, 2016 population of Nebraska to be 1,907,116. The state hit a new population milestone, exceeding the 1.9 million mark for the first time. Seven years passed between exceeding 1.8 million for the first time in 2009 and this new milestone in 2016. This 7-year timespan ties for the shortest such duration to gain 100,000 persons with the 7-year period from 1992 to 1999, when the state rose from 1.6 million to 1.7 million residents. The Nebraska Legislature's Planning Committee was created in 2009 with the passage of LB 653 in order to help establish a process of long-term state planning with the Nebraska Legislature. The committee was created to assist state government in identifying emerging trends, assets and challenges of the state and the long-term implications of the decisions made by the Nebraska Legislature.

On December 8, 2016 the U.S. Census Bureau released five‐year American Community Survey (ACS) estimates for the combined years of 2011 through 2015, making available social, economic, housing and demographic statistics for Nebraska’s Legislative Districts. Also available are estimates for every community and county in Nebraska and the nation.

The use of Vehicle to Vehicle (V2V), Vehicle to Infrastructure (V2I), Vehicle to Roadside Unit (V2R) and Vehicle to Other (V2X) communications are increasingly applied over existing and upcoming transportation means by the United States Department of Transportation (USDOT) and other federal agencies. From previous statistical data, these technologies would primarily avoid or mitigate vehicle crashes and would provide more safety, mobility and various other benefits on the roads (“Traffic Safety Facts 2012,” 2013; “Traffic Safety Facts 2013” 2014). Despite the large amount of research into disaster risk reduction [DRR], there remain significant difficulties in attempting to measure the impact of these policies. In particular, an urgent priority is the need to produce a theoretical framework for researchers and practitioners to enable the comparative assessment of the success of DRR policies. The measurement of these policies is unsatisfactory, creating a situation where it is almost impossible to assess how well the resources committed to these policies translate to improving DRR in at-risk communities. The Wireless Emergency Alert (WEA) system is a free, opt-out, national emergency alerting service that was deployed in 2012 as one component of the Integrated Public Alert and Warning Systems (IPAWS). Since 2012 over 10,000 WEA messages have been transmitted to mobile phones in the U.S. In 2015, a national online survey on WEAs (2015 WEA Survey) was conducted to understand the effectiveness of WEA messages for people with disabilities. The survey collected data on availability, awareness and accessibility of WEA messages, as well as actions taken by the recipient upon receipt. The survey also takes into consideration the type …

Consider this, we are living in a future [in-part] imagined over 30 years ago- in science fiction film and books. We may envision that 30 years from now we could live in a future with technology developed from the concepts we see in science fiction today. In this paper, the concepts of disability are challenged in the future based on the technologies imagined in the science fiction genre of the present and past. Focused on the sub-genre, Cyberpunk, current mainstream, as well as new emerging technologies inspired by science fiction are reviewed. The Future Of Accessibility In Disaster Conditions: How Wireless Technologies Will Transform The Life Cycle Of Emergency Management, Deedee M. Bennett, Brenda D. Phillips, Elizabeth Davis

By describing a transformed life cycle of emergency management, this paper re-envisions how emergency managers may prepare for, respond to, recover from, and mitigate against disaster impacts in the future. Additionally, this paper also reveals how the broader social, political, economic, and cultural levels must change to foment a culture of safety with and for people with disabilities. The authors use the framework to identify how future wireless technologies can empower people with disabilities with regards to individual (or household) emergency preparedness and in coping with the drastic life changes following a disaster.

This final report documents the major findings of the evaluation of the Methamphetamine and Suicide Prevention Initiative (MSPI Year-6), also referred to locally as the Soaring Over Methamphetamine and Suicide Program (SOMS), funded by the Indian Health Service (IHS), Division of Behavioral Health. Direct Care Workforce: The Shift Towards Nonmedical Services, Christopher Kelly

Purpose:A shift in the direct care workforce from aides trained to provide medical services to those trained only to provide nonmedicalservices impacts both providers and consumers of long-term care. Between 2013 and 2014, data from the U.S. Census Bureau show that the number of nursing, psychiatric, and home health aides (who providemedical services) has declined while the number of personal and home care aides (who provide nonmedical services) has increased. This study explores the potential reasons for these trends by comparing these two groups of aides, using data from the 2013 and 2014 American Community Survey (ACS).
