Globally it is estimated that there are 285 million persons living with some sort of vision related difficulties. In Ghana, about 737,743 Ghanaians living with disabilities (Ghana Statistical Service, 2012). The United Nations and other international organizations have always emphasized the importance making education and educational services accessible to all. Over the last decade, rapid reforms have been undertaken in the higher education sector such as policy framing, pedagogical transformations, accreditations, faculty standardisations and, most importantly, e-learning. The basic objective of this research study is to provide a detailed perspective of the current scenario of public libraries workings and procedures in Karachi (Pakistan) and propose automation with an implementation strategy. The study elaborates on the needs of automated library management system components ideally packaging into an ALMS.
