This work is in three chapters. The first chapter investigates the extent to which county-level property tax changes are capitalized into house prices. The literature mainly focuses on specific tax events, but this chapter generalizes the context to large U.S. cities. The main findings suggest that county-level property tax capitalization occurs and varies along the distribution of house prices. The second chapter measures differences in county-aggregated self-assessed valuations of house prices and county- aggregated sale prices to determine whether there are trends in the level of misperceived house value. This dissertation centers on research at the intersection of labor, public, and urban economics. Chapter 1 details the role, process, and history of census tract delineation prior to each Decennial Census, and investigates short- and long-run implications of neighborhoods that receive further delineation, or become “split”. Using a difference-in-differences empirical design, I exploit Decennial Censuses from 1980 to 2010 to find that “split” census tracts increase in their proportion of Black residents and these effects persist decades. Using data on worker training programs in South Dakota over the years 2002 – 11, this study estimates the employment and earnings effects of occupational skills training and on-the-job training. Average treatment effects for the first and third calendar quarters after training are reported by: gender, worker type, demographic group, region of residence, and time period of job loss.

Both occupational skills training and on-the-job training effectively increased the employment rates and incomes of participants. The effectiveness of occupational skills training tended to grow as time passed, but the effectiveness of on-the-job training tended to fade over time. Three calendar …

This study estimates how financial education affects a person’s financial literacy score, short-term financial behaviors, and long-term financial behaviors using data from the 2012 National Financial Capability Study (NFCS). There are seven categories of financial education—high school, college, employer, high school and college, high school and employer, college and employer, and combinations of all three courses—to estimate the effectiveness of financial education. Much effort has gone into measuring the impact of Demand Side Management (DSM) programs on energy usage, particularly in regards to electric usage. However, there are potential biases in such measurements. This paper explores one of these potential biases, the rebound effect. This effect is caused by changes in consumer behavior as a result of DSM programs. Recent ethical scandals in organizations are often cited when pointing to leaders as the culprits who foster corruption in their organization; however, little empirical work examines the individual processes through which leaders may influence follower ethical decision-making and behavior. Drawing from principles of social cognitive theory and self-efficacy theory (Bandura, 1986, 1997), moral self-regulatory capacities are presented as a means by which leaders may influence followers. Specifically, I hypothesize that leader influence on follower (un)ethical behavior is mediated through follower ethical efficacy beliefs and moral disengagement processes. I also suggest that ethical efficacy interacts with ethical leadership to influence behavior. …

In the first essay, I analyze how the information contained in the disaggregate components of aggregate inflation helps improve the forecasts of the aggregate series using inflation data from Ghana. Direct univariate forecasting of the aggregate inflation data by an autoregressive (AR) model is used as the benchmark with which all autoregressive (AR), moving average (MA) and vector autoregressive (VAR) models of the disaggregates are compared. The results show that directly forecasting the aggregate series from the benchmark model is generally superior to aggregating forecasts from the disaggregate components. This thesis sets out to provide an in-depth look at the recent food price increases by achieving two goals: assessing the forces driving food prices, and determining the magnitude of those forces. Over the years the urban development financing tool known as Tax Increment Finance (TIF) has been a controversial topic as it relates to fiscal impacts on school districts. This study addresses an important question related to this issue. Does TIF affect non-TIF district property value within the school district? The question is explored by developing a theoretical model that describes the relationship between TIF and school finance and estimating an empirical model that tests the hypotheses stemming from the theoretical model. This study examines the linkage between industrial diversity and economic growth in the 48 contiguous states of the United States. The period of analysis is 1992 through 2009. Five diversity indices are considered and economic growth is measured as the growth rate of nonfarm earnings. Other variables thought to influence economic growth are included in the analysis. They are the growth rate of nonfarm employment, capital, and farm earnings. Tests for the endogeneity of variables are conducted and the need for instrumental variable estimation methods is demonstrated.

This study proposes that being reflective or ruminative about one's leadership experience can have differential effects on one's leadership efficacy, implicit leadership theories and psychological capital. Specifically, through the aid of an event history calendar, conscript military trainees of high and low military experience from a SE Asian military organization were randomly assigned to recall and reflect or ruminate on his past leadership experience. Results show that type of reflection interacts with level of military leadership experience to differentially affect one's leadership efficacy, implicit leadership theories and leadership self-awareness.
