Role Of Municipal Governance In Stabilizing Mature Inner Suburbs: A Study Of Five St. Louis Municipalities 1970-2015, Napoleon Williams Iii

This study explores the role of municipal governance in municipal-level stabilization of inner suburbs in St. Louis County, Missouri. The data, from 1970 to 2015, include a robust collection of official government archives collected from five municipalities in St. Louis County, historical documents, city-state-national statistical data, and related materials. Interviews of 25 stakeholders were conducted and data were analyzed based on the community power structure framework.

This work examines criminal effects of the legalization of recreational marijuana in the state of California in 2016. While multiple states have legalized marijuana for recreational purposes, there is little empirical evidence to determine the criminal effect, if any, of introducing marijuana products into the legal market. The research analyzes crime rates pre and post legalization. Crime rates from the years 1990-2018 are taken from the California Attorney General Office “Crime in California” annual report, and consist of FBI Part I offenses: murder and non-negligent homicide, rape, robbery, aggravated assault, burglary, motor vehicle theft, larceny-theft, and arson. The public’s perception of individuals who commit sexual offenses is much different than for other types of offenders. This can be seen in the passing of legislation targeting interventions specific to this population as a way to protect the public and reduce recidivism. In some states, sex offenders are required to participate in treatment as a condition for early release from prison. The impact of this policy is not well understood, and mandatory treatment is growing in popularity. In 2010, over 700,000 offenders were released from prison (Guerino, Harrison, and Sabol, 2012), and on any given day over seven million individual are under some form of correctional supervision (Glaze, 2011). Research has documented the collateral consequences of transition such as diminished employment prospects and limited housing availability. Fiscal concerns have shifted some of the costs of prosecution and correctional supervision to the offender, resulting in accumulation of legal financial obligations. This study explored the structural sources behind variability in the sentences applied to felons convicted in state courts located across the U.S. Multilevel regression models were used to explore whether various state and county-level attributes help to account for why defendants experience a significantly higher probability of incarceration versus probation in certain jurisdictions. Drawing upon a broad theoretical landscape, the analyses test several hypotheses derived from macro level theories of social control which predict that that the legal and organizational culture of courts, and the socioeconomic and political attributes of the communities they serve, influence sentencing outcomes.
