The mission of the Gastón Institute at UMass Boston is to inform policymakers and the public about issues vital to the state’s growing Latino community and to provide research, analysis, and information necessary for more effective public policy development. The Gastón Institute has a long track record of conducting collaborative mixed-methods research in Chelsea, especially with Latino immigrants from Central and South America. For example, in 2008-2010, Gastón researchers worked with Chelsea Public Schools to evaluate family literacy programs at five schools. As this report makes clear, work challenges experienced by older people are not uncommon in Boston. Retraining and upgrading skills are required for some people to retain or secure employment. For those who have not participated in job search for some time, support with job seeking strategies may be necessary. Programs that also offer socioemotional support are helpful to some older job-seekers. Yet while training and job search support is an important part of the solution, these are not the only targets of intervention required. Commonwealth Compact: Using Research To Promote Diversity, Robert Turner

Commonwealth Compact is a statewide initiative of the University of Massachusetts Boston launched in 2008 with a primary focus of promoting diversity—especially racial and ethnic diversity—in the workplace. In addition to conducting workshops, sponsoring forums, and creating job placement tools, Commonwealth Compact has conducted research, which is the central focus of this article.

Three rounds of Benchmarks reports, using data from 2007, 2008, and 2011, showed that the reporting Massachusetts employers generally weathered the recession fairly well but that efforts to improve racial diversity lagged far behind those for gender diversity.

The more than 35,000 nonprofit organizations in Massachusetts employ 20% of the state’s workforce and serve as a vital part of the social safety net. Many of these organizations face challenges concerning fiscal sustainability. Funding often covers current services with little surplus to address organizational capacity issues. Successful public-nonprofit partnerships are key to building a resilient nonprofit sector. This study contributes to the nonprofit sector’s knowledge of how best to engage with policymakers at the state and local level.

Asian American We: Civic Engagement Among Low-Income Young Adults, Michael Liu, Star Wang, Janice Wong, Loan Dao

This report describes a study of the civic participation of low-income Asian American adults between the ages of eighteen and twenty-five in the Boston area. It is based upon a mail survey with 100 respondents, focus groups, and organization interviews.

The study found that over 60% of the study population engaged in some form of civic participation, most commonly through fundraising or volunteer activities. Other activities included arts and culture with a social message, issues work, and electoral involvement. The area of greatest involvement was education. Despite the immigrant character of Latino groups in the United States, little attention has been given to the role of social networks in the job-search process and in labor market outcomes for Latinos. The literature on social networks describes their use as important in providing access to jobs but neutral as to affecting earnings or attainment of prestige. This study uses data from a 1988-1989 Boston survey to examine the effect of finding employment through social networks on the income attainment of white, black, and Latino workers. The growing presence of Latino workers in the Massachusetts labor force presents opportunities as well as challenges for the labor movement. An overview of occupational, industrial, and unionization patterns helps to describe the potential for Hispanic contribution to renewed union strength in the region. But revitalizing the house of labor in the twenty-first century requires an innovative interplay of workplace and community strategies. As labor comes to terms with its multiracial/multicultural constituency, the relationship between class and race/ethnicity is being revisited, as is the very definition of "labor movement."

The industrial forces and conditions of Massachusetts that awaited and attracted European immigrants were vastly different from those encountered by the more recent wave of Latino immigrants. This study seeks to compare and clarify what those forces and conditions were at three different times, especially in the small mill towns of Lowell, Lawrence, and Holyoke. The objective is to delineate a historical backdrop to allow an understanding of the present situation of Latinos in those cities and, to some extent, within the commonwealth of Massachusetts.

African Americans in Boston have been exhibiting their interest and talents in business for a long time. Those in business today are continuing a tradition that goes back to the African culture of preslavery days. Enslaved Africans who were brought to America came from a business tradition, from a culture of great traders, merchants, and craftsmen. Many enslaved blacks, in fact, purchased their freedom by marketing their skilled services and handmade products.

This report presents the results of an assessment of the participation and outcomes of Latinos in the Massachusetts Employment and Training (ET) Choices Program. From the start of the ET program, there has been evidence that Latinos participate at rates comparable to that of other groups, but that their outcomes in terms of job placements and wages fall well below the outcome rates of any other group of participants. Senior Home Care Services — Boston III, Inc. is a six year old private non-profit corporation with an annual budget of nearly $5 million. The agency currently delivers services to approximately 2,500 functionally impaired senior citizens per month in the Boston neighborhoods of South Boston, East Dorchester/Mattapan, East Boston, Beacon Hill, West End, North End, Charlestown, and South Cove. Over 5 7% of the case management staff has worked at the agency less than one year and 92.9% of the case management staff has worked at SHC for less than two years.
