This article outlines and collates exemplary clauses from collective bargaining agreements and similar sources, such as guidelines for union negotiators on digitalization in public and private services. Based on the evaluation of agreements and single clauses and their mapping along seven key dimensions of workers’ rights and protection as regards digital technology in the workplace, the research shows that collective bargaining provides clear added value in the absence of legal provisions and by complementing and tailoring existing regulation to sectoral and workplace specificities, new emerging risks, and other challenges. Commonwealth Compact is a statewide initiative of the University of Massachusetts Boston launched in 2008 with a primary focus of promoting diversity—especially racial and ethnic diversity—in the workplace. In addition to conducting workshops, sponsoring forums, and creating job placement tools, Commonwealth Compact has conducted research, which is the central focus of this article.

Three rounds of Benchmarks reports, using data from 2007, 2008, and 2011, showed that the reporting Massachusetts employers generally weathered the recession fairly well but that efforts to improve racial diversity lagged far behind those for gender diversity.

Churning In The Human Services: Nefarious Practice Or Policy Of 'Creative Destruction'?, Christopher G. Hudson

This article examines churning as it manifests in organizational systems within the human services. Churning is conceptualized as a four-part iterative process consisting of (1) an intentional or unintentional initiative or shock to a system that (2) results in enhanced turbulence as adaptive capacities of the system fail to match demands of the initiative. This mismatch leads to successive bifurcations and termination of relationships between agents within the system and, finally, (3) the selection of “winners” and the extrusion of “losers” from the system and (4) the subsequent reorganization of winners and losers. The impact of economic recessions is not felt uniformly across demographic groups, and the detrimental effects of the one-time dislocations can significantly shift the long-term prospects of human development for many years to come. This article analyzes the grassroots efforts of the working and unemployed poor of three Appalachian communities to improve their towns ' devastated economy in an era of rapid economic change and globalization. While all three were beset by plant closings, their forms of political mobilization, both before and after the shutdown, differed. Based on data from the 1990 early release file of the Latino sample of the Panel Study of Income Dynamics (PSID), this article examines the loss of earnings suffered by disabled or health-limited Hispanic women workers. For comparative purposes, the author created an identical analysis based on a sample of black and white non-Hispanic women from the 1989 original-sample PSID. The research also considers the prevalence of poor health among Latinas to ascertain whether their lower labor-force participation, earnings, and number of hours worked can be associated with episodes of poor health. Despite the immigrant character of Latino groups in the United States, little attention has been given to the role of social networks in the job-search process and in labor market outcomes for Latinos. The literature on social networks describes their use as important in providing access to jobs but neutral as to affecting earnings or attainment of prestige. This study has two objectives: to describe Central Americans' employment experience in the Boston area by focusing on cleaning workers and to explore the reasons why Central Americans in particular, and immigrants in general, become concentrated in industries like cleaning. The debate concerning job competition between immigrant and nonimmigrant groups has intensified owing to the large increase in the 1970s and 1980s in immigration and the simultaneous growth in urban poverty rates for African-American and other minority groups. It focuses on the possible wage and displacement effects an increase in immigration would cause for the U.S.-born population. Using 1970 and 1980 industrial and occupational census data and shift-share methodology for Los Angeles, the author shows that immigrants do not simply function as either competitive or complementary sources of labor. Utilizing data from the National Longitudinal Survey of Youth, this study examines the impact of children's growing up in poverty on the probability of their remaining in poverty during young adulthood. The primary goals of the research are to examine racial, ethnic, and gender differences in patterns of persistent poverty and to identify predictors of poverty status in young adulthood. The results suggest that both women, regardless of their race, ethnicity, or adolescent poverty status, and black men who grew up in poverty are more likely to be poor as young adults than Anglo men.
