The mission of the Gastón Institute at UMass Boston is to inform policymakers and the public about issues vital to the state’s growing Latino community and to provide research, analysis, and information necessary for more effective public policy development. The Gastón Institute has a long track record of conducting collaborative mixed-methods research in Chelsea, especially with Latino immigrants from Central and South America. For example, in 2008-2010, Gastón researchers worked with Chelsea Public Schools to evaluate family literacy programs at five schools. Foreign Born Latina Earnings And Returns To Education And Experience In The United States, Trevor Mattos

The determinants of immigrant earnings have long been a heavily researched topic, beginning with the contributions of Chiswick (1978) and Borjas (1985). The majority of this work focuses on male immigrants. Prior findings provide conflicting results with respect to determinants of native and foreign-born earnings in the U.S. This study, however, focuses on the earnings levels and differential returns to education and experience between native and foreign-born Latina workers in the U.S. using pooled American Community Survey microdata from 2014, 2015, and 2016. The primary public funding vehicle for employment training and workforce education is in the midst of radical change. The transition from the Job Training Partnership Act of 1982 to the Workforce. Investment Act of 1998 (WIA) will have a dramatic impact on providers and clients alike. This impact is likely to be especially challenging for programs targeted to the hardest to serve populations. This study examines barriers to the employment and work-place advancement of Latinos. The understanding of these barriers requires the consideration of factors affecting access to employment and advancement in firms, occupations, and industries. We have organized the discussion of the factors affecting the work-place situation of Latinos under the major headings of employment structures and work-place organizations. Employment structures refer to the labor-market context in which work organizations operate. The advancement of Latinos within organizations is affected by the structure of career ladders, stereotypes, intergroup relations, and work-place culture.

This report presents the results of an assessment of the participation and outcomes of Latinos in the Massachusetts Employment and Training (ET) Choices Program. From the start of the ET program, there has been evidence that Latinos participate at rates comparable to that of other groups, but that their outcomes in terms of job placements and wages fall well below the outcome rates of any other group of participants.
