Groundwater depletion is a global concern. Around the world, groundwater supplies more than half the water used for agriculture and human drinking. Many other species and ecosystems are supported by groundwater and rely on the integrity of groundwater and surface water connections. Like many social and environmental problems, addressing the overextraction of groundwater requires collective action across governmental authorities and jurisdictions. To date, there are few examples of successful, voluntary groundwater management. To steer collective action at the local level, higher levels of government often use policy mandates. This dissertation comprises three chapters that empirically investigate various kinds of market inefficiencies arising from seller misbehaviors. The first two chapters focus on physicians' overtreatment in healthcare markets. A standard reputation system falls short of effectively curbing overtreatment due to the credence-good nature of such a market: patients cannot tell whether a high-cost treatment recommendation (versus a less costly and complex treatment) is necessary even after the service is completed. Situating the qualitative research in the larger national context, the second chapter offers a State Reproductive Autonomy Index that provides an overview of the reproductive policy landscape at the national level. Research on attitudes towards immigration policies typically considers the economic and cultural threats that compel many Americans to favor exclusionary policies that curb immigration. Less is understood about how indifference to inequality shapes Americans’ attitudes towards immigration policies—that is, how ‘not caring’ about the unequal conditions faced by immigrants likely has detrimental consequences for their safety and wellbeing. U.S. state governments have implemented numerous policies to help mitigate the spread of COVID-19. While there is strong biological evidence supporting the wearing of face masks or coverings in public spaces, the impact of public masking policies remains unclear. We aimed to evaluate how early versus delayed implementation of state-level public masking orders impacted subsequent COVID-19 growth rates. We defined “early” implementation as having a state-level mandate in place before September 1, 2020, the approximate start of the school-year. The state of Vermont faces increasing risk of costly damage from catastrophic flooding events as climate change increases the frequency of heavy rains and cumulative precipitation. In addition to increasing flood inundation risk, extreme precipitation events are leading to high rates damage from fluvial erosion—erosion caused by the force of floodwater and the materials it carries. Instruments commonly used to screen for this psychological condition have been challenged by an extensive body of literature, with many mothers being unidentified and even untreated for their symptoms. Political scientists have long recognized educational attainment as a strong predictor of voter turnout, but the mechanisms through which educational experiences lead voters to the polls remain under-explored. This research begins the process of opening the proverbial black box of education to understand the specific types of scholastic experiences that encourage voting.
