In Korea, the total amount of R&D executed by the Korean government in 2019 was $16 billion. The Compound Annual Growth Rate of Korean government R&D budget is 5.04% (2010~2019). This paper studies whether the Korean government's R&D expenditure effectively achieves its purpose. Assuming the purpose of government R&D expenditure is set as science and technology competitiveness based on related laws and the indicator is identified as the technology balance of payments (TBP), this study estimates the statistical correlation between government R&D expenditure and TBP. However, Korea is facing serious low birth rates recently as the total fertility rate is 0.98, which means that the Korean couple has less than one child on average. The rapid demographic change due to low fertility causes many negative effects such as economic vitality and welfare burden. In recent decades, many countries have implemented decentralization of national administrative functions to make public service delivery more effective and efficient. However, debate continues over whether decentralization is actually effective, and there has not been much research on the impact of decentralization of public administration in East Asia. A Study Of The Determinants Influencing The Legislative Success Of A Government-Proposed Bill In Korea, Byung Jun Ahn

As there is a widespread perception of legislative gridlock and subsequent failure in addressing national problems in Korea, this study examines what factors influence the legislative success and legislative time of a government-proposed bill in Korea. This study uses government-proposed bills from 1988 to 2016 to estimate the effect of explanatory variables such as divided government, the year of presidential term (one to five year), the presidential approval rate, the unemployment rate, filibusters, jurisdictional area of a bill, and the ratio of members’ bills to government-proposed bills.

The purpose of this study is to propose a performance evaluation method (organizational effectiveness value) that is most suitable for LH field organizations and to suggest an improvement plan by comparing and analyzing the results from organizational perspective.

I compared and contrasted three LH construction fields.
