Self-sufficiency means a family can adequately meet their basic needs without repeated assistance from public or private social service organizations. However, there are many barriers preventing Fayette County residents from becoming self-sufficient. Because Lexington Fayette Urban County officials wanted to consider a new way to allocate local government resources, a needs assessment was conducted to assess the barriers to self-sufficiency for residents in Fayette County. An Exploratory Study Of Parking In A Lexington Neighborhood, Ed Mccarthy

This study looked to test parking utilization rates in the Linden Walk, Aylesford Place and Transylvania Park (300 Block) neighborhood, while also studying resident perceptions of parking. It was concluded that Transylvania Park’s Residential Permit Parking resulted in underutilization of parking, while Linden Walk and Aylesford Place’s free on-street parking resulted in overutilization of parking due to spillover from the University of Kentucky. The purpose of the study was to determine if Lexington-Fayette Urban County Government should invest the resources to conduct an official parking study of the aforementioned Lexington neighborhood.

Many municipalities in the United States operate crime prevention by design programs, focusing on how the built environment affects criminal behavior. Secured by Design, a specific crime prevention by design program privately owned by the U.K.'s Association of Chief Police Officers, partners with U.K. police and urban planning departments to encourage adoption of building and design practices believed to prevent crime. Beginning with Fayette County’s first historic district in 1958, the process of assigning historic zoning status to qualifying neighborhoods was seen as a viable option for preserving local built cultural resources. More than a communicative symbol, H-1 districting limits dramatic exterior changes and the demolition of structures certified as contributing to the unique character of Lexington, KY. Guided by the Lexington-Fayette Urban County Government’s Division of Historic Preservation and Board of Architectural Review, the program currently encompasses 1,851 buildings over 14 districts.

In January of 2000, the Lexington-Fayette Urban County Government established a purchase of development rights (PDR) program as part of the comprehensive Rural Service Area Land Management Plan. The goal of the program is to purchase conservation easements on 50,000 acres of farmland and natural areas within the county by the year 2020. By purchasing the development rights of these lands, the program intends to preserve the agricultural and natural character of the county that development pressures otherwise threaten.

The Lexington Fayette County Urban League Senior Community Service Employment Program is a federally funded program designed to assist low-income senior citizens find unsubsidized employment. To accomplish this mission the SCSEP utilizes a number of activities in an effort to address barriers that inhibit successfully finding unsubsidized employment. The Executive Director believes that the extent to which she can successfully address the barriers of those considered hard-to-place will have an impact on how well the program meets future mandates.
