The Cambridge Dictionary defines a budget as “a plan to show how much money a person or organization will earn and how much they will need or be able to spend.” (Budget, 2023). The budget of an institution within higher education is how to allocate the planned amount of revenues received to support the planned expenditures across the organization for an upcoming period, usually a fiscal year or project duration.
