A recent trend in state Medicaid programs is the transition of vulnerable populations into Medicaid managed care (MMC) who were initially carved out of such coverage, such as foster children or those with disabilities. The purpose of this article is to evaluate the impact of the transition of foster children from fee-for-service Medicaid coverage to MMC coverage on outpatient health care utilization. The more one rides or handles horses, the more likely one is to have a horse-related injury. These injuries are caused by many factors, including those generated by other riders, handlers or spectators. An analysis of 266 cases of injured equestrians showed that 16% of those injuries were caused by other humans. A panel of horse riding safety experts felt 63% were preventable, and the injured individuals themselves felt 51% were preventable. The study findings suggest that increased awareness of the role others play in causing horse-related injuries and increased education about common people-caused injuries could reduce the number of …

Background: Opioid use disorder (OUD) is a major risk factor in the acquisition and transmission of HIV. Clinical practice guidelines call for the integration of HIV services in OUD treatment. This mixed methods study describes the integration of HIV services in buprenorphine treatment and examines whether HIV services vary by prescribers’ medical specialty and across practice settings.

Methods: Data were obtained via qualitative interviews with buprenorphine experts (n = 21) and mailed surveys from US buprenorphine prescribers (n = 1174). Survey measures asked about screening for HIV risk behaviors at intake, offering HIV education, recommending all new patients …

Regulatory impact analyses (RIAs) weigh the benefits of regulations against the burdens they impose and are invaluable tools for informing decision makers.We offer 10 tips for nonspecialist policymakers and interested stakeholders who will be reading RIAs as consumers.

1. Core problem: Determine whether the RIA identifies the core problem (compelling public need) the regulation is intended to address.
2. Alternatives: Look for an objective, policy-neutral evaluation of the relative merits of reasonable alternatives.
3. Baseline: Check whether the RIA presents a reasonable “counterfactual” against which benefits and costs are measured.
4. Increments: Evaluate whether totals and averages obscure relevant distinctions and trade-offs.

This paper explores the variety of ways that emerging sources of (big) data are being used to re-conceptualize the city, and how these understandings of what the urban is shapes the design of interventions into it. What is the importance of political speechmaking? Do state governors discuss presidential priorities? This study addresses these questions by analyzing the contents of annual State of the State addresses given by governors from 2012 to 2014 during the presidency of Barack Obama. A descriptive paper provides evidence that governors primarily discuss employment and economic issues in their addresses, are discussing greater number of policy issues than in previous decades, and are delivering their address before the presidential State of the Union message. This study examines while each country has proceeded E-government, how E-government influences on corruption control by using national level panel data. After analyzing the result, both E-government development index and E-participation index showed positive effects on corruption control. However, the comparison analysis of OECD and non-OECD countries on corruption control through E-government shows that it has a great impact on not OECD countries but only non-OECD countries.

This paper seeks to determine the effects of state budget changes on local government expenditures; particularly, how changes in state funding provided to local governments affects local government expenditures. The hypothesis tested is that state funding is a significant factor on local government expenditure. To evaluate this, two levels of analysis were conducted. The first was a paneled fixed effects regression analysis of data for all fifty states from the years 2000 to 2013, in which changes to local expenditure were measured by the effects of multiple fiscal and socioeconomic variables. Overcrowding in schools has been a popular topic reported by local newspapers across the state of Kentucky. Concerned parents often write letters to the editor, pleading their case for new school construction to alleviate the overcrowding that their students are facing. Approximately 27 percent of Kentucky high schools have experienced overcrowding for three consecutive years between 2002 and 2015. The National Center for Education Statistics reported in 2005 that only 18 percent of schools reported that they were overcrowded, a decrease from the 1999 study when 22 percent reported overcrowding. The major transit systems operating in San Francisco are San Francisco Municipal (MUNI), Bay Area Rapid Transit (BART), and Caltrain. The system of interest for this paper is MUNI, in particular the bus and light rail systems. During the past decade transit ridership in the area has experienced diverging growth, with bus ridership declining while rail ridership is growing significantly (Erhardt et al. 2017). Our data show that between 2009 and 2016, MUNI rail ridership increases from 146,000 to 171,400, while MUNI bus ridership decreases from 520,000 to 450,000. This study examines the relationship between socioeconomic factors and voter turnout in South Korea. In particular, the determinants of the turnout in the 2012 and 2017 presidential elections in the Republic of Korea are analyzed by using the aggregated data in terms of municipal-level divisions. The findings partially support previous studies. The education level and the percentage of primary industry workers in the district have a significantly positive impact on turnout. As there is a widespread perception of legislative gridlock and subsequent failure in addressing national problems in Korea, this study examines what factors influence the legislative success and legislative time of a government-proposed bill in Korea. This study uses government-proposed bills from 1988 to 2016 to estimate the effect of explanatory variables such as divided government, the year of presidential term (one to five year), the presidential approval rate, the unemployment rate, filibusters, jurisdictional area of a bill, and the ratio of members’ bills to government-proposed bills.

The Korean Intellectual Property Office (KIPO) provides services that facilitate companies to effectively create intellectual property by operating local intellectual property support centers in connection with local governments.
