This paper is an analysis of today’s American education system, how it has come to be, and why it seems to consistently fall behind when compared to other countries. Beginning with an evaluation of American education today, this paper follows the implementation of recent policy, the deep issues facing the education system and what can be done to address them. Specifically, it explores why, despite such bipartisan legislation like the No Child Left Behind Act, many students and teachers are still being left behind, and why common arguments about education policy continue to fail students. Residence Restriction Legislation, Sex Crime Rates, And The Spatial Distribution Of Sex Offender Residences, Kelly M. Socia

Residence restrictions are one of the most recent, and most controversial, public policies seeking to protect community members from registered sex offenders (RSOs) reentering society following incarceration. Residence restriction policies prohibit RSOs from living within a given distance of certain places where children might gather (e.g., schools, daycares, parks, and playgrounds). In doing so, the expectation is that RSOs will have a harder time finding and approaching young children whom they can sexually assault, thus driving sexual recidivism rates down. Federalism, Intergovernmental Relations And Implementation : A Broad Examination Of The Politics Of Medicaid Disenrollment, Kathleen Marie Dalton

Variation in the Medicaid program has frequently been studied across states, and considered a product of political, fiscal and administrative factors. Few studies have considered variation in Medicaid as a product of federal bureaucratic behavior. This study examines federal variation, and uses federalism, intergovernmental relations and public policy lenses to compare two cases where classes of recipients were being disenrolled from Medicaid, in apparent conflict with federal regulations. In one case, when individuals moved from county-to-county and became disenrolled in Medicaid, the federal bureaucrats used most of the implementation tools at their disposal to try to bring states back into …
