Gunung Mas Agrotourism is a sub-unit managed by PT Perkebunan Nusantara VIII (PTPN VIII) under the management of Agrotourism and is the largest contributor to PTPN VIII's revenue, which is 70% and most of it comes from the tourism sector. This paper discusses the implementation of free visa policy in Indonesia from a neorealist perspective. By utilizing the perspective of interdependence sovereignty and domestic sovereignty, this paper critically assesses the implementation of the free visa policy in Indonesia. This paper reveals a strategic management case of rural tourism development based on tourism plan in Wanayasa, Purwakarta, Jawa Barat.
