The proliferation of narcotics issues in Indonesia has grown increasingly complex, impacting social security and national resilience. The substantial profit from the narcotics trade presents opportunities as a financing avenue for acts and terrorist groups. The integration of narcotics trade with illicit activities creates the potential for connection and convergence between drug trafficking criminal organizations and terrorist organizations, as known as narcoterrorism. International migration is carried out by people from various parts of the world with specific aims and objectives. Some people do international migration deliberately to leave their country of origin due to conflicts, natural disasters, repressive governments, economic factors, etc. This study aims to determine the relationship between international migration and acts of terrorism in Indonesia. Counter-terrorism is responsibility among citizen in the “Sishankamrata” doctrine. The police and military are the main elements in “Sishankamrata”. The first purpose of this study is to analyze how best practiced democratic countries to deal with terrorism, the second goal is to test how effective the synergy of the police and military in counter-terrorism. Operation Tinombala is as a case study which law enforcement operation against terrorism in Poso in 2016.
