Few issues have dominated the public policy agenda in the last decade as health care reform has in 1994. Although health care reform is stalled in Congress at this writing, it is not an issue that will exit the public stage quickly or quietly. Yoland R. Kodrzycki reviews the extent of New England’s dependency on defense and various measures of the severity of defense downsizing. School change does not happen in a vacuum. It requires initiative and leadership. Because Maine's educational system features a strong local control component, successful educational change requires development of local leadership. George Marnik and Gordon Donaldson report on the Maine Academyfor School Leaders, an educational leadership development project in which they were involved. Among other things, the researchers learned that successful educational change is not likely to result from a one-size-fits-all state policy. Rather, successful reform occurs "one individual at a time, one school at a time."

For the past five years, a small, but dedicated group of Mainers has been working on the perplexing and sometimes controversial issue of defense conversion. The Portland-based Economic Conversion Project (ECP), an initiative of the Maine Peace Fund, sees opportunity in the nation’s defense downsizing efforts where others see only adversity. Reform of Maine’s school funding law has been a vexing issue for educators and politicians alike. It continues to dominate the education issue agenda inAugusta and will be a major focus of attention by the 117th State Legislature. In this article, Josephine LaPlante examines two broad issue areas of educational funding reform that have been the source of much debate and contention: pupil equity and taxpayer equity. Maine’s utility regulators have occasionally ventured into the uncharted waters of utility regulation reform. Some such efforts have been more successful than others. Earlier this year, Charles "Chip" Morrison completed seven years of service in the administration of Maine Governor John McKernan, first as Commissioner of Administration and then as Commissioner of Labor. At a time when experience in government, whether in an appointive or elected capacity, is looked upon by many with a mixture of suspicion and disdain, Morrison preaches the sermon of government-as-service. In this interview, Morrison also talks about the values which have guided him in his public service career and touches upon a number of public policy issues with which he was involved as a department head.
