The Republic of Tajikistan possesses the largest amount of internally produced surface water in Central Asia; however, poor irrigation management has led to water shortages in agrarian communities. In support of government efforts to reform water management, international development actors have established Water Users’ Associations (WUAs) throughout the country. WUAs are non-governmental groups of irrigation water users responsible for local infrastructure maintenance, conflict resolution, and scheduling water distribution. These groups are expected to increase participation in irrigation management, the equity and efficiency of water supply to agricultural plots and by extension, crop yields and food security. The assessment and diagnostic process for Attention-Deficit/Hyperactivity Disorder (ADHD) is beset with complications relating to the subjectivity of symptom reporting, the nonspecific and dimensional nature of inattention, impulsivity, and hyperactivity, the high prevalence of psychiatric comorbidities, and the shifting expression of symptoms and impairment due to developmental changes from childhood to adolescence and adulthood. Actual diagnostic practices may also differ from recommended best practices. These challenges have led to the proliferation of several clinical guidelines, many of which recommend various diagnostic practices and assessment instruments. Both Benin and Ghana are amongst Africa's most celebrated examples of democratic success, but there is growing divergence in the capacity of their state institutions to act as effective agents of development. Why? This dissertation argues that modes of party financing are integral to understanding patterns of patronage-based recruitment to public office, and that these patronage practices have consequences for the broader developmental capacities of the state.

The first part of the dissertation shows that leaders use political patronage not only as a means of "buying" votes, but more fundamentally as a means of exerting control over the state's resources. …

This article presents an investigation into the use of "nation building" rhetoric as a motive to host mega- sporting events. Previous literature regarding mega-events presents the potential for such events to be used for uniting a nation. Moreover, nation building has been conceived in public relations research as consisting of two main components; national identity and national unity, both of which can be tied to image crafting. Based on binary economic principles, this paper asserts that one widely overlooked way to empower economically poor and working people in market economy is to universalize the right to acquire capital with the earnings of capital. This right is presently largely concentrated, as a practical matter, in less than 5 % of the population. The concentration of the right to acquire capital with the earnings of capital helps to explain how people either remain poor or end up poor no matter how hard they work or are willing to work.
