As is the nature of any organization, the U.S. Coast Guard is constantly seeking to improve its functions, operations, policies and procedures. In terms of communications, the service’s Public Affairs Program has instituted a number of different competencies and qualifications to better prepare candidates as they approach the next rank. This study sought to provide an outline of the middle-management component as it exists within the public affairs element and compare the findings to those published in the Excellence Study to assist the service by providing a basis from which additional policy recommendations could be made.

The purpose of this qualitative research analysis is to highlight the key changes over the last decade that influenced the U.S. Military to redirect its efforts of ignoring social media, to make it one of its major contributing asset to effective communication. While telemedicine and technology-enabled education are not new concepts and have significant bodies of research, in depth application to management and treatment of veteran Post-Traumatic Stress Disorder (PTSD) and Traumatic Brain Injury (TBI) is relatively new. The conflicts in the Southwest Asia over the last two decades have significantly increased the need for healthcare and support services for these returning warriors. Creative thinking and innovative technologies are needed to meet the growing and changing demand of these patients in the face of many competing demands within the U.S. healthcare sector.
