In just four decades, the Wal-Mart Company has transformed the retail sector, infl uenced the way we shop and work and shaped the nation’s rural, suburban and urban communities. Now Wal-Mart Supercenters, vast stores that house full-scale grocery stores within their walls, are beginning to affect the food system. After summarizing Wal-Mart’s labor and land use impacts, this working paper addresses an issue that has received less attention: the implications of the Supercenter model of food retailing on food access. Climate change is tightly linked with urbanization. Urban development with increasing greenhouse gas emission worsens climate change, while climate change in turn influence hydroclimate and ecosystem functions, and indirectly affect urban systems. The Intermountain West is experiencing rapid urban growth, climate change interacting with urbanization poses new challenges to the Intermountain West. Urban planning needs to adapt to these new changes and constrains, and to develop new tools and plans to effectively respond to climate changes. From produce to wine, we only consume things when they are ready. The courts are no different. That concept of “readiness” is how courts address cases and controversies as well. Justiciability doctrines, particularly ripeness, have a particularly important role in takings challenges to permitting decisions. The courts largely hold that a single permit denial does not give them enough information to evaluate whether the denial is in violation of law. As a result of this jurisprudential reality, regulators with discretion have an incentive to use their power to extract rents from those that need their permission. The growth of urban areas has historically been both constrained and encouraged by energy and related infrastructure. Varying degrees of regulation have been sought to respond to compelling public safety needs: more recently, modern environmental law system was derived from public conflicts over siting of an energy plant. While the greater urban density offers reduced per-capita energy consumption rates, contemporary urban revitalization has brought a greater amount of people into closer contact with their energy sources.
