Incorporating Policymaker Costs And Political Competition Into Rent-Seeking Games, R. Kenneth Godwin, Edward J. Lopez, Barry J. Seldon

We incorporate policymaker costs of supplying rents and variable intensities of competition among rent seekers into the standard rent-seeking game. By incorporating these aspects, the game has greater verisimilitude to the lobbying process. The first aspect captures the fact that in rent-seeking contests there is a positive probability that neither firm will obtain the rent. The second aspect captures the fact that firms seeking different rents still must compete for policymakers' resources. We find that lobbying expenditures, rent-seeking profits, and rent dissipation depend on the intensity of competition and the value of the rent relative to policymaker costs. For example, …

This is a presentation of 30 slides at the Brown Bag Series, School of Library and Information Science, Indiana University, Bloomington, Indiana on 31 March 2006. Abstract: Commons-based digital libraries are an emerging phenomenon. They are based on a new vision of digital information organization and use. A definition of commons-based digital libraries, some examples, fundamental characteristics, emerging information behaviors, and preliminary results from a scholarly communication survey of LIS faculty will be presented.

When Policy Meets Practice: The Untested Effects Of Permanency Reforms In Child Welfare, Amy D’Andrade, J Berrick

The Adoption and Safe Families Act (P.L. 105-89; ASFA) passed into federal law in 1997. ASFA emphasized child protection over family preservation, and introduced reforms intended to increase the likelihood and the speed with which children in the child welfare system attain a permanent home. This article details two provisions of the law, concurrent planning and reunification exception, and explores challenges in their implementation. These provisions have the potential to shift the nature of how child welfare services are delivered, and which families will receive them. Purpose – This paper examines William Stetson Merrill, the compiler of A Code for Classifiers and a Newberry Library employee (1889‐1930) in an attempt to glean lessons for modern information studies from an early librarian's career. Design/methodology/approach – Merrill's career at the Newberry Library and three editions of the code are briefly examined using historical, bibliographic, and conceptual methods. Primary and secondary sources in archives and libraries are summarized to provide insight into Merrill's attempts to develop or modify tools to solve the knowledge organization problems he faced. Concurrent planning is used increasingly in child welfare practice as one strategy to expedite permanency for children. The strategy was developed in small, private agency contexts utilizing comprehensive and intensive services; how and with what success concurrent planning concepts have been implemented by large public child welfare bureaucracies is not known. This study examines the implementation of concurrent planning in six county child welfare agencies in a large western state. Quantitative data were extracted from case files of a sample of 885 children entering out-of-home care before and after implementation of concurrent planning legislation. Interlanguage pragmatics (Kasper & Blum-Kulka, 1993) is a research area that is concerned with what second language (L2) learners do with the target language, and how their competence in using the language develops over time. However, until 1996 when Kasper and Schmidt put out agendas for more developmentally oriented investigations, research on interlanguage pragmatics had been predominated by studies focusing on the former, L2 use at a point in time. This research area has matured more by now in the area of developmental interlanguage pragmatics, as reviewed in Kasper and Rose (2002). ‘Flex Your Power’: Energy Crises And The Shifting Rhetoric Of The Grid, Anne Marie Todd, A. Wood

In response to widespread power outages, rolling blackouts, and ubiquitous energy debates, this essay considers our relation to energy and the grid that produces it. First, we investigate California's multimedia Flex Your Power campaign, which defines consumers as nodes of the grid to emphasize their responsibility to maintain a stable energy supply. Second, we examine state and national responses to the 2003 blackout in the Northeastern United States, attending to three strategies through which grid administrators sought to impose order, enact hierarchy, and deindividuate power.
