In the summer of 2001, the Mineta Transportation Institute co-sponsored, with the American Public Transportation Association, Santa Clara Valley Transportation Authority, and the Center for Transportation Excellence, a two-day symposium on July 29 through July 31, entitled “Lessons Learned: A Conference on Transit Referenda and Why They Succeed or Fail.” The purpose of the conference was to discuss the history of successful and unsuccessful transportation measures that have existed in various cities across the United States . The purpose of this research was to assess and project the effects of online shopping on vehicular traffic. It was anticipated that as more people purchased goods and services online. short-distance traffic would be reduced. The method of study was personal interviews following a literature review of this subject. Efforts were focused on consumers’ shopping behaviors and the resulting effects on short-distance traffic. Survey data were combined with forecasts of online shopping volume from eMarketer, and estimates of total trip savings were made for the years 2000 and 2004. The results were not encouraging. In the early years of the twentieth century, when live theater dominated the entertainment world and print media led public discourse, each without competition from electronic forms, the daily newspaper theater critic mediated ideas and values quite differently than today’s critics, whose main function has been reduced to that of a consumer guide. This article examines the corps of theater critics who served ten Chicago newspapers about 100 years ago. Terrorist attacks on commercial aviation had declined significantly after reaching a high point in the 1970s. The devastating consequences of the four coordinated hijackings and deliberate crashes of three of the planes into the World Trade Center in New York and the Pentagon in Washington, D.C., on September 11, 2001—an event unprecedented in the annals of terrorism—have wiped out all sense of progress and focused national attention on aviation security. The objective of this research was to describe transit priority techniques in Zürich and understand how the city implemented its program. Most transit priority improvements are relatively simple and inexpensive; however, they have proved to be difficult to implement and sustain. The research effort consisted of a case study with interviews and surveys. We interviewed many persons associated with the development and implementation of Zürich’s transit priority program. A survey to evaluate support of transportation decision-makers in Santa Clara County, California, illustrated transit improvements in a typical U.S. city. The earlier publication was case studies of four local ballot tax measures for transportation packages. The current study, Factors Influencing Voting Results of Local Transportation Funding Initiatives with a Substantial Rail Transit Component: Case Studies of Ballot Measures in Eleven communities, uses the same case study methodology as the prior study, and is expanded to 11 communities from the past four years. This study empirically examines a practical aspect of a relationship that is only now being conceptualized––the relationship between rail transit, land development, and telecommunications. It pushes the envelope of knowledge in so far as the interaction between just two of the factors, public transportation and land use (urban form), has been a focus of policy research for only about 30 years, especially the last 10 years. In this study, the authors apply an integrated land use and transportation model, the Sacramento MEPLAN model, to evaluate transit investment alternatives combines with supportive land use policies and pricing policies in the Sacramento region. The current study builds upon the year-one study (Johnson et. al., 2000) in two important respects. First, the study employs a second version of the Sacramento MEPLAN model that explicitly represents floorspace consumption in the land use component of the model. Transit organizations, both public and private, are under great internal and external pressures today to improve their organizational effectiveness. Studies have shown that the collective bargaining relationship between union and management, particularly the collective bargaining agreement, has a direct, measurable effect on organizational effectiveness. Both transit management and transit unions have begun to recognize that it is in their mutual interest to improve organizational effectiveness by turning toward a more cooperative collective bargaining relationship. The Mineta Transportation Institute (MTI) at San José State University assigned a project team to design a planning template for transit-oriented development (TOD) that incorporates an understanding of nonwork travel, that is, trips for shopping, eating out, and engaging in recreational and cultural activities. Nonwork trips are growing in signifigance and now account for four of every five trips. At the same time, TOD has become a popular planning response to the impacts of metropolitan growth. The research documented here is intended to provide tools for transit providers and public policy makers to make the greatest use of existing transit resources to serve mobility needs of the growing senior population. The research demonstrates how customer satisfaction surveys can be used to set priorities for improving existing fixed route services. This project reviews policies and legislative programs that can be adopted at all levels of government to encourage transit-based development. The study focuses on local government implementation since it is cities and counties that have the land use responsibility for planning and zoning. The study also investigates how higher levels of government (state and federal) can encourage development through legislative and policy incentives. The study recommends some land use, legislative, and fiscal powers that are needed by local jurisdictions to carry out these incentives. The chapter entitled “Elements of Success” explains each of the recommendations in detail.

Librarians, faculty, and assessment specialists at James Madison University (JMU) collaborated to develop an online Information-Seeking Skills Test (ISST) to measure competencies relating to information literacy. In this paper we will report on how we developed and implemented the test as a required competency for all first-year students in General Education. We will also report on test results, challenges in implementing a competency test for all freshmen, our training program for faculty, and our remediation program.
