The U.S. Bureau of Transportation Statistics conducts a nationwide census of ferry boat operators for the U.S. Department of Transportation and the collected information is used for statistical purposes. The Caltrans Division of Local Assistance has been asked by the Federal Highway Administration (FHWA) to gather data regarding ferry operations under MAP-21, the Moving Ahead for Progress in the 21st Century Act. MAP-21 includes a new formula program for ferry boats and ferry terminal facilities eligible under 23 USC 129(c) which authorizes federal participation in toll roads, bridges, tunnels, and ferries. FHWA has asked that Caltrans assure the ferry boat …

To tackle the problems of greenhouse gas emissions, traffic congestion, resident quality of life, and public health concerns, communities are using initiatives to spur more walking and cycling. As local governments face hard choices about which programs to fund, decision makers, planners, and residents seek to understand if proposed policies to increase bicycling and walking—modes referred to as “active travel”— actually work. However, most communities have unreliable means to know how many active travel trips occur in their jurisdictions, let alone how the numbers may change over time. The purpose of this qualitative case study was to identify the types of obstacles and patterns experienced by a single heavy rail transit agency located in North America that embedded a Reliability Centered Maintenance (RCM) Process. The outcome of the RCM process also examined the impact of RCM on availability, reliability, and safety of rolling stock. This qualitative study interviewed managers (10 cases), and non-managers (10 cases) at the transit agency obtain data. “From Where I Sit”: Filipino Youth, Sexuality And Immigration In Participatory Action Research, Valerie Francisco

Studies of young people's experiences of sexuality rarely discuss how immigration and settlement impact youths' understanding of their bodies, sexual identities, and knowledge. In this paper, Filipino youth in collaboration with adult allies, conducted a New York City-based participatory action research project and found that young people's experiences and understanding of sexuality are narrated by silences, solidarity and paradoxical spaces. This study explores the contradictory experiences of passivity and subjectivity in the sexual lives of young people. Lastly, as an adult collaborator on the project I assess how “participation” as a logic of inquiry allows for youth and adult collaborators …

The last few years we witnessed an impressive growth in social networks and in applications that add value to their amassed information. At the same time, the continuing expansion of mobile platforms and applications (e.g. iPhone), combined with the overwhelming supply of information and services, makes effective personalization and context-awareness much required features. One may consider "personal" and "social" data management as comprising two distinct directions with conflicting characteristics. However, it can be argued that they complement each other and that in future applications they will ultimately converge. The article describes the strategies learned by members of the Asian Interest Forum (AIF) who collaborated with parents and early childhood teachers on how to help young children cope with natural disasters in Taiwan. Shu-Chen Jenny Yen and Yafen Lo, AIF leaders, have translated information on how to cope with natural disasters into Chinese and sent it to their colleagues in Taiwan. Yen also visited the country where she trained early childhood teachers and volunteers to help children and their families deal with the effects of the natural disaster.

In a University of Minnesota College of Liberal Arts online spotlight on teaching, I'm deemed to be "The Open-Door Storyteller." The article notes: "One of Jacobs' goals is to teach his students media literacy—analyzing critically what they read, hear, and see—without reducing their enjoyment of the media. He encourages his students to learn how to tell their own stories as a way of influencing how the media in turn portrays them." Introduction
We explore the use of a psychometric model for locally-relevant, information literacy assessment, using an online tool for standardised assessment of student learning during discipline-based library instruction sessions.

Method
A quantitative approach to data collection and analysis was used, employing standardised multiple-choice survey questions followed by individual, cognitive interviews with undergraduate students. The assessment tool was administered to five general education psychology classes during library instruction sessions.

Analysis
Descriptive statistics were generated by the assessment tool. Results. The assessment tool proved a feasible means of measuring student learning. While student scores improved on every survey question, there was uneven …

Theoretical discussion of the rhetorical situation has been dedicated largely to questions of its ontology and of how it is constituted. Where this ontological orientation has inclined theorists to treat the concept as a theoretical premise, an institutional orientation would instead frame constructivist accounts of the rhetorical situation as a political-pedagogical commitment and treat the ethical obligations that arise from any given situation as bound to specific institutional forms. From an institutional perspective, the rhetorical situation is to conscience as the institution of school is to education. 'The Edge Of The Island': Neighborhood Identity And Evolving Community In 'Liminal Places', Gordon Douglas

This paper examines the contemporary processes at work in urban areas without clear spatial identities that are simultaneously facing the challenges of cultural change and gentrification. I do so through the close analysis of one such ‘liminal place’ on Chicago’s West Side. I use the phrase ‘a community on the edge of the island’ to describe the area, inspired by an interview subject who referred to the tenuous search for a sort of ideal bohemian hipness as the need to stay as “close to the edge of the island” as possible without actually leaving it. Many economists argue that a pure market economy cannot come about because people will always have incentives to use coercion (Cowen and Sutter, 2005; Holcombe, 2004). We maintain that these economists leave out an important factor in social change. Change can come about by altering incentives or preferences, but since most neoclassical economists ignore changing preferences, they too quickly conclude that change is impossible. History shows that social change based on changes in preferences is common. By recognizing that preferences need not be constant, political economists can say much more about changing the world.

Situated Practices Of Information Use And Representation: An Ethnographic Study Of A Web Design Project For Boys, Kristen Rebmann

This article explores the production practices employed by children building personal webpages in a semi-structured afterschool program: the Fifth Dimension (5D). Following a critical Multiliteracies (CritMLs) approach to learning design, this ethnographic study introduced web-building practices to the children of the 5D and followed their production of personal webpages over a 9 month period. By structuring the intervention this way, it was possible to simultaneously observe the development of both the webpage as artifact as well as the child-participant. Along these lines, the study describes the unique and particular social contexts from which personal webpages emerge and develop over time. …

Libraries have opportunities to enhance traditional library services with iPhones. Searching the iTunes store for relevant apps adaptable or targeted for library use is cumbersome. In the past, librarians have highlighted their resources by developing significant annotated bibliographies and subject guides for their users. The presenters have begun using the program, LibGuides, to produce an appography (annotated subject driven bibliography) that guides users to helpful apps from the iTunes store. We anticipate appographies will be the bibliographies of the 21st century.

Bus Rapid Transit (BRT) uses different combinations of techniques to improve service, such as bus-only lanes and roads, pre-boarding fare collection, transit priority at traffic signals, stylish vehicles with extra doors, bus stops that are more like light rail stations, and high frequency service. This study examines five approaches to BRT systems as implemented by public transit agencies in California, Oregon, and Ontario. The case studies as a group show that BRT can be thought of as a discretionary combination of elements that can be assembled in many different combinations over time. For older adults, unmet transportation needs are linked to reduced well-being (Cvitkovich and Wister 2001). Current research indicates that, as a society, we are ill-prepared to provide adequate transit for the growing increasing population of older adults (Millar, 2005). Although public transit is available for many older adults, actual and perceived barriers prohibit its use. In this report, the authors examine Australia’s experience with transportation public-private partnerships (PPPs) and the lessons that experience holds for the use of PPPs in the United States. Australia now has decades of experience in PPP use in transportation, and has used the approach to deliver billions of dollars in project value. This report summarizes the results of a national random-digit-dial public opinion poll that asked 1,545 respondents if they would support various tax options for raising federal transportation revenues. The eight specific tax options tested were variations on raising the federal gas tax rate, creating a new mileage tax, and creating a new national sales tax. In addition, the survey collected standard socio-demographic data and some travel behavior data and asked a few attitudinal questions related to the quality of the transportation system and respondents´ priorities for government spending on transportation.
