Analysis Of Policy Issues Relating To Public Investment In Private Freight Infrastructure, Mti Report 99-03, Daniel M. Evans, Norman Kelley

The Norman Y. Mineta International Institute for Surface Transportation Policy Studies (IISTPS) at San José State University conducted this study to review the issues and implications involved in the investment of public funds in private freight infrastructure. After thorough legal research, the project team reached the following conclusions: LEGAL ANALYSIS: The California legislature has the legal power to invest public funds in privately-owned freight infrastructure projects State Highway funds, excepting gas tax revenues, may be used for investment in freight infrastructure projects. Gas tax revenues are restricted to highway use by current interpretations of the California Constitution. A challenge to …

The Norman Y. Mineta International Institute for Surface Transportation Policy Studies (IISTPS) at San Jos. State University conducted this study to identify impacts of the North American Free Trade Agreement (NAFTA) on transportation in the U.S. border areas, with emphasis on the California-Baja California border zone. Major focus was placed on the identification of recommendations to the California Department of Transportation (Caltrans) to improve the ability of that organization to identify and accelerate short-term implementation of the needed infrastructure improvements. Traffic congestion is always a hot topic. One solution being explored in the Bay Area is expanded ferry service. The Bay Area Council recently completed a study of the Bay Area Water Transit Initiative. In July, 1999, the California Commonwealth Club and the Mineta Transportation Institute teamed up to bring together the public and a panel of experts. Negotiating New Asian American Masculinities: Attitudes And Gender Expectations, Peter Chua, Diane Fujino

The article examines how Asian-American men construct their own masculinities. Changes in Asian-American heterosexual masculinity are of great interest within the Asia-American communities and to the general public. Historically this racialized masculinity was both hypermasculanized and desexualized as a way to limit economic and racial opportunities in the U.S. While these dichotomous ideas about Asian-American masculinities are still pervasive new articulations of what it means to be male, straight, and Asian American are affecting different Asian-American communities and interpersonal relationships at home and in workplaces. Issues of Asian- American masculinities are brought up in relation to interracial dating and marriage, …

What has happened to influence this change? First, the quality of comic books, particularly graphic novels, is now formally acknowledged. Graphic novels, the sturdy, lengthy comic books that contain one story or a set of related stories, are now being sporadically reviewed in selection journals as well as being the focus of a large number of recent articles. But the most compelling reason is wider awareness of our highly visual culture and its impact on our youth. At the turn of the century, the name "Evangelina Cisneros" (known in Cuba as Evangelina Cossio) was a household term throughout the United States. Newspapers and books described her daring escape from a Havana prison, and pleas on her behalf flourished--including a request for clemency by Queen Victoria and an eloquent letter from the wife of Jefferson Davis. Although the Cisneros saga has all but disappeared in the general historical references to the eighteen nineties, her prison predicament and her prominence in the press of the times reflect fundamental issues of race and gender that are part of the socio-political …

Curricular Approaches To Developing Positive Interethnic Relations, Rosemary C. Henze

This article examines whether and in what ways curricular approaches can be helpful in building positive interethnic relations in a large, ethnically diverse high school. Through this case study of curricular reform, the author documents four curricular approaches teacher leaders used to explicitly address issues of race and ethnicity and explores the impact of these approaches on student learning. By tracing the process of curricular change, the case illuminates how teacher leaders and administrators created the conditions for these curricular reforms to be sustainable.

In Canada, the West Vancouver School Board proposed 13 propositions about the selection, management, and effective use of information technology. For each proposition, the senior management included a full outline of the current status, a plan of action, the name of the staff member responsible, and a time line. An external assessment of implementation of each proposition and of the impact on achievement was undertaken. The propositions, clustered in the areas of vision, statement of beliefs, student learning goals, definition, social issues, learning issues, clarification of roles and responsibilities, integration of information delivery systems, community-based information infrastructure, and assessment, are …

The Norman Y. Mineta International Institute for Surface Transportation Policy Studies (IISTPS) at San José State University (SJSU) conducted this project to maintain and continue development of a transportation information system entitled TransWeb . The project elements included: 1) the maintenance and continued development of a World Wide Web site for IISTPS (TransWeb); 2) development and maintenance of a library resource database; and 3) a survey of transportation professionals, primarily in California, regarding their use of the Internet and TransWeb. Site statistics reported here show the extent to which the transportation community uses TransWeb. Standard maintenance procedures are employed, including …
