The intent of this study is to assess the readiness, resourcing, and structure of public transit agencies to identify, protect from, detect, respond to, and recover from cybersecurity vulnerabilities and threats. Given the multitude of connected devices already in use by the transit industry and the vast amount of data generated (with more coming online soon), the transit industry is vulnerable to malicious cyber-attack and other cybersecurity-related threats. Measuring Incremental Sb743 Progress: Accounting For Project Contributions Towards Reducing Vmt Under California's Senate Bill 743, Christopher E. Ferrell

On September 27, 2013, California’s governor signed Senate Bill (SB) 743 into law, in part mandating the transition from a level-of-service-based (LOS) measure of transportation environmental impacts to a vehicle-miles-traveled-based (VMT) one in compliance with the California Environmental Quality Act (CEQA). Several California jurisdictions, including San Jose, Pasadena, and San Francisco, have moved quickly to comply with SB 743, so it is no surprise that several of these early-adopter cities have been working hard to develop powerful VMT estimation methods and tools using the most recent research available.

This report quantifies the likely impact recent improvements in emissions technology in the heavy construction equipment fleet will have on national and state-level carbon emissions from construction industries. Specific technologies examined in this report include hybrid and electric-powered off-road equipment. Innovation in the equipment manufacturing industry, and adoption of innovative technology by construction firms, is driven by a wide range of factors, some of which can be influenced by public policy. The objective of this research was to describe transit priority techniques in Zürich and understand how the city implemented its program. Most transit priority improvements are relatively simple and inexpensive; however, they have proved to be difficult to implement and sustain. The research effort consisted of a case study with interviews and surveys. We interviewed many persons associated with the development and implementation of Zürich’s transit priority program. A survey to evaluate support of transportation decision-makers in Santa Clara County, California, illustrated transit improvements in a typical U.S. city. As funding from state and national sources has dwindled and demands for relief from traffic and congestion have grown, local governments and transportation agencies are increasingly left to develop their own sources of enhanced revenues. Frequently the bid to increase available revenues comprises a local ballot measure, enabling the citizens served by these governments and agencies to express their preferences for or against increased taxation in support of an improved transportation system.
