The City of Niagara Falls, New York has maintained an Insurance Services Office (ISO) PPC grade of 3 out of 10 over the two most recent ISO evaluations, one in 2010 and another in 2016. A significant portion of the ISO rating derives from water supply as it contributes to fire suppression. In Niagara Falls, control of the water infrastructure is controlled by a public benefit corporation, the Niagara Falls Water Board, separate from city government. The development of a Portable Escape Room (PER) board game aims to promote empathy as one of the key skills that, for a society in constant change, is necessary to face and solve complex social challenges. The charter school movement has existed for approximately 20 years and just under that in New York State. Charter schools are privately-managed public schools. As the quantity of charter schools and the students attending them increase in the city of Buffalo so too does the amount of taxpayer dollars directed to them. Charter schools receive tuition payments from local school districts for students from those districts attending their school. The payments are public funds, the amounts of which are derived from a funding formula created by the state and paid by the local school district. Charter schools argue there is …
