The Logic Of "Social Enterprise": The Big Issue Organization And New Labour Policy At The Millennial Juncture, Suman Gupta

CLCWeb: Comparative Literature and Culture

This paper explores the emergence of and policies and practices underpinning ‘social enterprise’ in Britain: that is, the concept that businesses could provide social services and benefits while returning profits to those who have invested in them. This paper argues that, in Britain, the concept was massaged into existence and adopted as a business and policy model at a particular historical juncture, in the later 1990s and early 2000s. The process involved a careful interweaving of linguistic maneuvers with financial calculations both at the level of specific businesses and at that of political regimes. 2020 marks the 45th year anniversary of the Southeast Asian American (SEAA) experience, starting with the first wave of refugees who fled Cambodia, Laos, and Viet Nam as a result of American occupation and wars throughout the region. Collectively, this community is the largest community of refugees ever to be resettled in America. Yet despite four decades in this country, Southeast Asian Americans continue to face disparate challenges like other low-income, immigrant, refugee, communities of color — ranging from poverty, to educational inequity, health disparities, and harsh immigration policies. This article is a response to Mark Pfeifers Cambodian, Hmong, Lao and Vietnamese Americans in the 2005 American Community Survey and elaborates on the utility of the American Community Survey (ACS) for studying immigrant groups in the United States of America, and also compares the ACS to the U.S. Census. Neither the Census nor ACS questionnaire is structured to capture the language and literacy skills of immigrant communities in as far as these surveys only collect information about respondents oral language abilities, with a focus on English fluency. These norms are rooted in culture, religion, and family structure and affect the way women are able to participate in their economy and public sphere. In an age of globalization and an increasingly open economy, governments in the Middle East and North Africa would benefit financially from incorporating more women into their workforce.

This technical report summarizes new and existing data to address the question, “Does Head Start work for Indiana children, families, and communities?” Data sources consulted in this study include the state Head Start Program Information Report, local Indiana Head Start and Early Head Start Programs, existing national studies of Head Start and Early Head Start, and local and national data available on children’s development in early care and education programs for low-income families. Paths to QUALITY is Indiana’s new statewide child care quality rating system (QRS), first implemented in 2008. The main components of most state QRS programs are: 1) a set of quality standards that apply to home-based and center-based child care; 2) a process for objectively assessing child care quality and maintaining accountability; 3) a system of training and technical assistance to help child care providers improve quality; 4) incentives to encourage providers to reach higher levels of quality; and 5) public information to inform parents about what the QRS is and how to use it when they make child care …
