The purpose of this report is to provide dues paying members of the Institute of Portland Metropolitan Studies (IMS) with a collection of best practice solutions that addresses the critical issues presently faced by local governments in the Portland-Metropolitan Region. These issues were originally identified through a series of interviews conducted on behalf of IMS by a small group of graduate students at Portland State University (PSU) in the spring of 2001.
