The Population Council, in collaboration with Research, Training and Management International (RTMI) and Underprivileged Children’s Education Program (UCEP), pilot tested a soft skills training intervention in two Rohingya camps and a vocational training center in the host community in Cox’s Bazar, Bangladesh in 2022. As a follow-up to the pilot program, the Council along with its partners rolled out soft skills training in four Rohingya camps and a vocational training center in the host community in 2023. Rates of urbanization in Ethiopia are significant and, increasingly, young females are among those who migrate from rural to urban areas. Previous research in Addis Ababa showed that, compared to boys and young men, young female migrants are more likely to migrate to cities without the accompaniment of immediate family members. and often move in with people with whom they have only loose affiliation or live on their own. Adolescent girls face distinct challenges that require tailored and girl-centered responses. This brief draws on the knowledge of program implementers and researchers who work on community-based girl group (CBGG) programs (often called “safe spaces”) in various low- and middle-income settings and the US. It summarizes emerging lessons and insights on CBGGs, emphasizing the vital role that mentors play in this group-based model. The evidence emphasizes the importance of providing mentors with training, supervision, compensation, solidarity, and opportunities to build their own networks.

Bangladesh is a significant labor-sending country, with about 7.8 million Bangladeshis working abroad. Major destinations for migrant workers are the Gulf Cooperation Council (GCC) countries. Female migrants represent 12 percent of the migration flow, with a majority engaged as domestic workers. Migration to GCC countries is characterized by short-term temporary migration, migration of low- and semi-skilled workers, laborers with low literacy level, debt-financed migration, and often migration through unofficial channels. The overseas labor recruitment industry often leaves migrants susceptible to human trafficking, forced labor, and modern slavery. Also, many migrants return empty-handed and with huge debt. It is estimated that there are 17.2 million child domestic workers globally, most of whom are girls. Research related to this marginalized group is limited, with most at a small scale or subsumed in other topics, such as domestic workers generally. The dearth of evidence limits awareness about girls in such circumstances and inhibits the design and implementation of context-appropriate policy and program responses. When parents communicate with their youth on sexual and reproductive health (SRH) issues, they have a greater influence on youth SRH behaviors. But parents’ lack of knowledge of SRH, low self-efficacy in engaging young people, and unfavorable social norms about communication and youth access to SRH information are barriers to open intergenerational communication. Large numbers of Ethiopian women seek domestic work in the Middle East Corridor—a significant social trend that reflects a key livelihood strategy used by Ethiopian families and communities in the face of widespread poverty. Merci Mon Héros (MMH) is a mixed media campaign that catalyzes young people as co-leaders to improve intergenerational communication and young people’s family planning and reproductive health outcomes. Breakthrough RESEARCH is conducting a mixed-methods study that includes quantitative methods to assess differential changes over time in key health outcomes associated with Resilience in the Sahel Enhanced (RISE) II's integrated social and behavioral change (SBC) strategy and qualitative methods to explain how and why gender-related changes occurred or were associated with these changes. This technical report presents descriptive baseline findings for the quantitative portion of the evaluation. This information will support RISE II's Resilience Food Security Activity partners to understand how to tailor planned SBC approaches to address barriers to adopting targeted health behaviors.

To ensure the maintenance and sustainability of social and behavior change (SBC), Breakthrough ACTION/Nigeria is implementing a phased, performance-based community capacity strengthening (CCS) approach that focuses on engaging existing community leaders and structures—namely ward development committees—to increase community self-efficacy, coordinate and support the health ecosystem in general, and to ensure sustained community-level activities supporting behavior change and positive social norms for improved health outcomes. Using a qualitative approach, Breakthrough RESEARCH assessed early successes, challenges, and opportunities for Breakthrough ACTION/Nigeria’s CCS Phase 1 approach in selected wards of the Bauchi and Sokoto states in Nigeria.

Breakthrough ACTION co-facilitated and codeveloped this youth-led campaign in francophone African countries while the Breakthrough RESEARCH project was tasked with evaluating the MMH campaign to determine the most significant changes in the communities exposed to the mixed media campaign in Niger and Côte d’Ivoire. This brief describes a secondary cross-country qualitative analysis that investigated how power manifests and can be shifted to optimize provider behavior change (PBC) approaches across health areas and geographical contexts. Breakthrough RESEARCH explored how four interrelated domains of power are differentially experienced by health care providers (HCPs) based on one’s position and function within the health system in Kenya, Malawi, Madagascar, and Togo. The results are intended to help promote quality reproductive, maternal, and newborn care by offering insights for PBC programming. The Global Estimates of Modern Slavery report of 2021 stated that 6.3 million people were in situations of forced commercial sexual exploitation (CSE) on any given day worldwide. Asia and the Pacific region (which includes South Asia) were host to more than half of the global total of forced labor, including those in CSE. Bangladesh is one of the three main countries of origin for trafficked persons in South Asia. In India, the construction industry is the second-largest employer, with 51 million workers currently employed. Contracting and subcontracting has contributed to the rise of intermediary labor contractors, who provide migrants with information about labor markets and bring them to construction sites for work. More than a quarter of all overseas Indians resided in Gulf Cooperation Council (GCC) countries in 2020. Migration to Gulf countries is dominated by unskilled and semi-skilled workers who work on a contract basis and who must return home once their contract expires. The majority of refugees around the world are in protracted refugee situations, living in exile for at least five years with no sign of a durable solution. There are three possible durable solutions: repatriation, local integration, and resettlement. Repatriation remains the main durable solution, but the circumstances should be conducive for return to the country of origin. In the meantime, local integration gives refugees some certainty about what to do with their lives. Local integration is a process with three interrelated dimensions: legal, economic, and social. To address adolescent health and wellbeing in Tajikistan, the Aga Khan Foundation (AKF) and Population Council used a hybrid human-centered (HCD) and evidence-based program design to engage adolescent girls, boys, and caregivers in a guided process of defining key issues and program areas. The design informed the development of a first-of-its-kind program model for AKF and in Tajikistan: coordinated community-based groups for adolescent girls and boys, caregivers' groups, and an institutional stakeholder community of practice in Tajikistan. Poor learning remains a central challenge in Bangladesh despite considerable progress in advancing schooling access and reducing gender gaps in education. Breakthrough RESEARCH is gathering, analyzing, and sharing evidence on the costs and impact of social and behavior change (SBC) interventions to support the case that investing in SBC is crucial for improving health and advancing development. A review of the SBC costing literature identified 147 studies on SBC costs, methodological shortcomings, and knowledge gaps that can be addressed in new SBC costing studies. To address these gaps, Breakthrough RESEARCH issued the “Guidelines for Costing of Social and Behavior Change Health Interventions,” which lays out 17 principles for conducting high-quality costing studies. With the COVID-19 crisis continuing to evolve, evidence on the effectiveness of short-term emergency-oriented responses and long-term mitigation strategies is expanding but still limited. There are, and will continue to be, substantial evidence gaps on programming to address risk across outcomes of importance to adolescent girls. More evidence is needed to slow the risks posed by the pandemic for this subpopulation, which can help guide gender- and age-responsive prevention and impact mitigation investments. As the global health community demonstrates an increasing commitment to investing in community health workers (CHWs) to achieve universal health coverage in lower- and middle-income countries, the need to effectively measure community health system performance is paramount. Pakistan ranks among the ten countries worst affected by climate change in the world, and within the country the province of Sindh is one of the hardest-hit regions. Changing trends in temperature and precipitation have increased the frequency and severity of hazards such as flooding, droughts, and heatwaves, among a host of other environmental stresses. The present qualitative study was conducted to scope out the specific ways in which the impacts of climate change are gendered among rural communities in Sindh that have the highest exposure to hazards arising from climate change.
