Norfolk, Virginia endures frequent tide- and rain-impacted flooding with king tides and flooding neighborhoods. The heavy rainfall envelops parking lots at the naval airbase, and plans are underway to create barrier sea walls that can be adjusted based on conditions. Given various dire predications for future sea level rise, Old Dominion University has created a “Maritime Consortium” aimed at bringing together interested faculty and students from a range of fields (e.g., oceanography, engineering, education, and other fields). Relative sea level is increasing along the Mid-Atlantic coast of the United States and the rate of relative sea level rise (ΔRSL) for Coastal Virginia is approximately double the rate of global sea level rise (ΔSLRG)(1). The potential impacts posed to communities by ΔRSL are best understood by examining the spatial relationship between the upper limits of ocean-connected waters and the geographic positioning of critical natural and societal assets. Equitable and effective vaccine uptake is a key issue in addressing COVID-19. To achieve this, we must comprehensively characterize the context-specific socio-behavioral and structural determinants of vaccine uptake. However, to quickly focus public health interventions, state agencies and planners often rely on already existing indexes of "vulnerability." Many such "vulnerability indexes" exist and become benchmarks for targeting interventions in wide ranging scenarios, but they vary considerably in the factors and themes that they cover. Some are even uncritical of the use of the word "vulnerable," which should take on different meanings in different contexts. The objective of this study is …

This chapter assesses the performance of the hotel industry in the Commonwealth and discusses the challenges facing the hotel industry in 2024 and beyond. To understand the prospects for growth, we examine the recovery from the shock of 2020 and how different areas of the commonwealth fared with regard to hotel revenue and occupancy. We take stock of the competitive environment and how labor shortages continue to challenge hoteliers. We ask: what does the future hold for the hotel industry in Virginia?

There is good news to report about the economy of the Commonwealth. Economic activity increased in 2022 and 2023. A record number of Virginians were at work or looking for work. Labor force participation increased above pre-pandemic levels. However, this news is tempered by the fact that Virginia grew slower than the nation and Virginians continue to migrate out of the Commonwealth. The Virginia economy should grow in 2024, but work remains to be done to match the economic performance of our peers.

Approximately 1 in 10 Virginian adults ages 18 years and older was a veteran of military service in 2021. The Commonwealth only ranked behind Alaska in the proportion of adults who identified as a veteran of military service in 2021. Virginia ranked first for the share of veterans in the adult population among states with populations greater than 1 million in 2021. Military veterans in Virginia, on average, are more educated than their civilian counterparts and have higher household incomes. The presence of military veterans and retirees not only provides talents to employers, but also generates billions of dollars of …

Death and taxes may be inevitable, but where we die is usually not a topic of public policy or discussion. Hospice care is the specialized treatment that provides support and comfort to patients who are terminally ill with a general life expectancy of six months or less. In this chapter, we take a close look at serious disease and hospice care in the United States and Virginia. We examine the demand for hospice care by Medicare beneficiaries as well as the changing nature of hospice care suppliers as now more than two-thirds of hospices nationwide operate as for-profit entities. In 2021, nurses ranked again as the most trusted profession in the United States. Yet, even though many Americans view them favorably, nurses have been the target of conspiracy theories, verbal abuse, and physical violence. As more nurses report symptoms of burnout and some are quitting the profession entirely, we explore the coming shortage of nurses in Virginia and ask what factors limit the supply of nurses.

As coastal communities across the U.S. and worldwide undertake efforts to enhance their resilience to coastal hazards, they must do so while ensuring that all voices are heard, addressing and preventing disparate impacts, and, ultimately, increasing resilience in an equitable way. The Resilience Adaptation Feasibility Tool (RAFT) assists coastal communities in incorporating equity into resilience planning and implementation of projects to increase resilience. The RAFT includes social and economic dimensions in assessment of resilience and focuses on how localities can build resilience equitably. As individuals and businesses spend more time online, it becomes increasingly important to understand cybercrime and how to protect against it. Such an understanding is dependent on valid and reliable baseline data that identifies the specific nature, extent, and outcomes of cybercrime activity. The initial lockdown phase of the COVID-19 pandemic presented an unfortunate opportunity to observe how abrupt, large-scale changes in traffic volume can reduce greenhouse gas emissions. This study explores how carbon dioxide (CO₂) emissions from Virginia’s transportation sector may have been affected by the changes in activity stemming from COVID-19 to inform more carbon-neutral policies as the state recovers from the economic downfall. Emission savings were calculated by multiplying the percent change from 2019 to 2020 in traffic volume from the Virginia Department of Transportation with the business-as-usual 2020 U.S. Environmental Protection Agency estimate of CO₂ emissions …

In this chapter, we examine the impact of the pandemic, the ongoing recovery and prospects for continued growth in 2022.

This study evaluates the spatial-temporal patterns in Virginia tornadoes using the National Weather Service Storm Prediction Center’s Severe Weather GIS (SVRGIS) database. In addition to descriptive statistics, the analysis employs Kernel Density Estimation for spatial pattern analysis and space-time cubes to visualize the spatiotemporal frequency of tornadoes and potential trends. Most of the 726 tornadoes between 1960–2019 occurred in Eastern Virginia, along the Piedmont and Coastal Plain. Consistent with other literature, both the number of tornadoes and the tornado days have increased in Virginia. While 80% of the tornadoes occurred during the warm season, tornadoes did occur during each month …

This report, COVID-19 Evacuation and Sheltering Risk Perception Study, is one of several key science-based research efforts produced for the State reflecting the most current knowledge related to evacuation and sheltering behavior. The primary data source for this report are interviews with 2,200 households across ten localities in Hampton Roads, including the Eastern Shore. The findings – and recommendations – within this report are intended to inform and advance state and local evacuation and public shelter planning.

This mixed-methods, exploratory case study examines perceptions of the implementation of the U.S. National School Library Standards for Learners, School Librarians, and School Libraries. A survey was first distributed to gain insight into school librarian implementation of the NSLS. Participants included practitioners in the state of Virginia in the United States who had attended professional development training on the National School Library Standards (NSLS). A sample was then interviewed about their implementation. The research project will allow for the visualization of the artillery positions around the fort in one overview, as well as line of sight analysis from each artillery position within the moat. This study expands on previous research regarding the adequacy of educational funding in order to reach a desired academic outcome. Specifically, this study examines Virginia policies of Standards of Quality and Standards of Accreditation to see if local fiscal effort above the minimum required by Virginia has an association to the desired minimum academic outcome of school accreditation.

The research in this study shows that when using a linear regression analysis or an ANCOVA there is no relationship between effort above Required Local Effort (RLE) and the percentage of students attending an accredited school. However, when looking at the non-linear …

In an effort to address financial constraints and environmental concerns states have increasingly turned to a combination of un-tolled (HOV) and tolled (HOT) lanes. Public-private partnerships (3Ps) are a popular mechanism for this more sustainable approach to highway infrastructure that couples environmental sustainability (efficient utilization of existing lanes, less congestion) with financial sustainability (private investment).
