Introduction: U.S. Navy service members are primarily between the ages of 18 and 30 years and often required to be outside for extended periods of time in geographical locations with increased and often unfamiliar ultraviolet indexes that collectively increase their risk for skin cancer. Skin cancer is the country's most common form of cancer, yet there is a paucity of skin cancer prevention literature, especially within the U.S. Navy. The purpose of this study was to describe skin cancer risk and skin cancer prevention "cues-to-action" and to determine if skin cancer prevention knowledge was associated with sun-protective attitudes (e.g., prevention …
Do Lawyers Inhibit Economic Growth? New Evidence From The 50 U.S. States, James V. Koch, Richard J. Cebula
Do Lawyers Inhibit Economic Growth? New Evidence From The 50 U.S. States, James V. Koch, Richard J. Cebula
Economics Faculty Publications
Whether the activities of lawyers might hamper economic growth has been hotly contested over the past three decades. Contradictory conclusions have flowed from evidence that typically has focused on the impact of lawyers on the growth rates of countries. Disputes over definitions and samples that vary among countries have colored portions of these debates. We surmount many of these issues by adopting a 50-state panel covering the period 2005-2018 for the United States and by utilizing widely accepted variables regarding economic activity and who is considered a lawyer. Further, we utilize two distinct measures of the activity of lawyers and …

State of the Region Reports: Hampton Roads
Hampton Roads is known for its relationship with water. For some, it is too much water in the wrong place at the wrong time. For others, it is how water can transform lives. Hampton Roads is home to several premier swimming organizations, and Hampton is opening a state-of-the-art aquatics facility. We explore how swimming is intertwined with the history of the region and the economic impact of the sport on the economy and lives of the region’s resident

State of the Region Reports: Hampton Roads
In 2021, a record breaking 90 million people were forcibly displaced, fleeing war, violence, human rights violations, and persecution. In early 2022, Russia’s invasion of Ukraine added to this toll, pushing the estimated number of refugees past the 100- million- person mark This chapter explores how all of these developments are affecting Hampton Roads, which has received more than 300 Afghans and other political refugees over the past eighteen months.

Threatening a lawsuit, Howell prepared a memorandum to NBC citing evidence of voters changing their votes to Godwin, because as one put it, "A national network can't be wrong."78 Howell's memorandum also mentioned an indirect tie of McGee to Godwin. Godwin constantly demanded that Howell disclose how he would replace the revenue under his tax plan.43 Throughout the campaign, Godwin stressed inconsistencies between positions Howell took on various issues in 1973 and what he had said in the past. Godwin also cited Howell's endorsement of his candidacy for governor in 1965 and his comment in April that Godwin …

Investigating Public Support For Biosecurity Measures To Mitigate Pathogen Transmission Through The Herpetological Trade, Elizabeth F. Pienaar, Diane J. Episcopio-Sturgeon, Zachary T. Steele
Biological Sciences Faculty Publications
The expanding global trade in herpetofauna has contributed to new infectious disease dynamics and pathways that allow for the rapid spread of pathogens geographically. Improved biosecurity is needed to mitigate adverse biodiversity, economic and human health impacts associated with pathogen transmission through the herpetological trade. However, general lack of knowledge of the pathogen transmission risks associated with the global trade in herpetofauna and public opposition to biosecurity measures are critical obstacles to successfully preventing pathogen transmission. In 2019 we administered a survey to 2,007 members of the public in the United States of America to ascertain their support for interventions …

The Poverty In Usa: An In-Depth Analysis Of The Last Two Decades, Sara Negri
Economics Theses & Dissertations
Poverty is a global problem that affects not only the undeveloped states but also the most developed ones. This research paper will analyze this problem in depth, trying to summarize several definitions, several causes that can lead to an increase in the poverty rate, and policies implemented by the government in order to reduce the total number of poor people. The author analyzed the poverty rate in each state of the United States from 1990 to 2019 using a panel data analysis. She found out that California is the state with the highest value of poor people in the U.S. …

A Comparative Approach To Racial Stereotyping In South Africa And The United States And How It Has Obliterated The Black Image, Maylat Tedla Eyob
Graduate Program in International Studies Theses & Dissertations
There has been a long fight to dehumanize the black body and hinder the black mind through the power to enact individual, institutional, and cultural racism. Medical experiments of the past have occurred as a result of the belief that blacks are intellectually inferior, and, in a sense, a different species. There also has been an implementation of birth control strategies in the United States of America in order to exterminate this supposed “diseugenic”, or un-divine, race. Similarly, South Africa has had abortion laws with the goal being to increase white birth rates, and it not only did that, but …

Peaceful Collaboration: The Truman Administration's Response To The Costa Rican Revolution Of 1948 And The Costa Rica-Nicaragua Crisis Of 1948-1949, James Wilkerson
History Theses & Dissertations
Before, during, and after the Costa Rican Revolution of 1948 and the Costa Rica-Nicaragua Crisis of 1948-1949, the Truman Administration maintained a posture of strict neutrality and helped to isolate, and bring a quick end to, both conflicts. This thesis attempts to revise the historiography of the Costa Rican Revolution by challenging the common view that the United States inaugurated the Cold War in Latin America by facilitating the overthrow of the communist-supported government in Costa Rica. The Truman Administration did not care who won and only wanted the Revolution and Crisis to come to a quick end. The United …

Budgeting By Priorities: Balancing Stability With Economic Responsiveness, Meagan M. Jordan, Juita-Elena (Wie) Yusuf, Somayeh Hooshmand

This article investigates how the budget priorities of Arkansas state government departments vary with changes in economic conditions. The Arkansas Revenue Stabilization Act (ARSA) of 1945 established a formalized method of state budgeting by priorities. State funds are allocated, meaning the funds are legally made available, according to priority levels established each year by the Governor and the General Assembly. Those allocated funds are later distributed, meaning released for spending, according to priority levels as funds become available. In this study, we ask the research question: Are departmental budget priorities driven by stability or are they responsive to economic condition? …

This commentary is based on a recent study we conducted on the relationship between regime type, corruption, and economic development. We build a theory that links corruption and regime type to economic growth and test it on 158 countries, using multiple databases including Polity IV, transparency international, the World Bank, and others. We first distinguish three regime types, autocracy (dictatorship), anocracy (countries in early stage of democratization), and mature democracy. We found that when autocratic countries begin democratize, corruption usually gets worse. As the infant democracies mature, corruption decreases.
What Can State Talk Tell Us About Punitiveness? A Comparison Of Responses To Political Mass Shootings In The United States And Norway, Kimberlee G. Waggoner
What Can State Talk Tell Us About Punitiveness? A Comparison Of Responses To Political Mass Shootings In The United States And Norway, Kimberlee G. Waggoner
Sociology & Criminal Justice Theses & Dissertations
Highlighting the culturally contingent nature of state reactions to crime, the present work focuses on state talk issued by the U.S. and Norwegian governments in the aftermath of politically motivated mass shootings. The research is guided by the question: how does state talk—conditioned by economic, political, and cultural forces—facilitate or constrain punitive responses to political mass shootings? Here, the focus is on the January 8th 2011 shooting of U.S. representative Gabrielle Giffords and her constituents and the July 22nd 2011 bombing of a government building and shooting of a youth political camp in Norway. These two cases illustrate how state …
Medicaid Expansion In The United States: A State Comparative Study Examining Factors That Influence State Decision Making, Tiffany J. Henley
Medicaid Expansion In The United States: A State Comparative Study Examining Factors That Influence State Decision Making, Tiffany J. Henley
School of Public Service Theses & Dissertations
Since the passage of the Patient Protection and Affordable Care Act (ACA) and a Supreme Court ruling that the federal government cannot compel states to expand Medicaid, a policy window has opened for states to change Medicaid policy. States are now faced with the option to expand Medicaid. Although the literature on Medicaid expansion indicates that politics plays a determining role on states’ decisions on Medicaid expansion, comprehensive analyses of dominant factors that affect these decisions on Medicaid is lacking in the field of Medicaid policy. This study will explore the decision making process of state level policies and the …

This study comparatively examines three major models of citizens' satisfaction with the police, using two similar community surveys on policing from Cincinnati, Ohio, USA and Queensland, Australia. It tests the wider applicability of the demographic model, the neighborhood condition model, and the prior contacts with police model and analyzes whether the effects of common determinants on citizens' satisfaction remain the same across the two international samples. Results from a series of comparisons show that there is a substantial amount of similarity across statistical models for Cincinnati and Queensland, suggesting a general framework of citizens' satisfaction with the police that could …
Shaping American Foreign Policy A Game Theoretic Analysis Of The United States'--North Korean Relationship, Kimberly Michelle Ganczak
Shaping American Foreign Policy A Game Theoretic Analysis Of The United States'--North Korean Relationship, Kimberly Michelle Ganczak
Graduate Program in International Studies Theses & Dissertations
Over the past two decades, international relations researchers have developed increasingly nuanced game theoretic models to analyze interstate interactions. This study is a modem, case-specific Bayesian analysis that aims to make contributions to the scholarly analysis of conflict while offering practical advice to policymakers interested in relations between the United States and North Korea.
This study develops a new model of United States - North Korea relations in order to develop insights useful for understanding and hopefully refining, management of this relationship. This study utilizes the extensive form of a signaling game to model the interactions between both states. This …

U.S. Military Aid And The Role Of Foreign Armies In Civil Politics, Jennifer Jones Cunningham
Graduate Program in International Studies Theses & Dissertations
The recent expansion of the Egyptian military's role in civil politics has led to uncertainty regarding the relationship between U.S. military aid and democratization. However, studies focusing on the link between foreign aid and democratization often exclude military aid from their analyses. This omission is particularly problematic given that civilian control over the military is a vital precondition for democratic consolidation, and a high percentage of U.S. military aid recipients are not yet consolidated democracies. Proponents of military aid point to the role security cooperation can play in diffusing democratic norms of professionalism. Critics worry military aid strengthens an institution …
Armed Humanitarian Intervention: The Role Of Powerful Leaders In Framing And The National Security Decision Making Process, John Marshall Callahan
Armed Humanitarian Intervention: The Role Of Powerful Leaders In Framing And The National Security Decision Making Process, John Marshall Callahan
Graduate Program in International Studies Theses & Dissertations
This study identifies and analyzes the decision making and framing processes for selected cases of armed humanitarian intervention by the United States in the post-Cold War Era. It fills a gap in the literature on decision making, focusing on the role of the powerful individual leader in national security decision making and the framing of interventions to the U.S. public and other stakeholder audiences. An examination of extant literature on the subject of U.S. foreign policy decision making, and development and implementation of framing strategies is used to determine the role of the individual leader in those processes using three …
Ethnic Historians And The Mainstream: Shaping America's Immigration Story, Elizabeth Zanoni
Ethnic Historians And The Mainstream: Shaping America's Immigration Story, Elizabeth Zanoni
History Faculty Publications
Historians rarely reflect publicly on how lived experiences in families and communities influence academic trajectories. For this reason, Ethnic Historians and the Mainstream: Shaping America’s Immigration Story is a welcome and invaluable collection for scholars and students of immigration and US history. Editors Alan Kraut and David Gerber recognize that “historians often seem to write their autobiographies with the subjects they address in their books and articles” (189). This speaks especially to immigration historians writing about their own ethnic communities; for them, concerns about navigating the rich, but oftentimes difficult, terrain of family life and identity politics are particularly pronounced.
Mobile Production: Spatialized Labor, Location Professionals, And The Expanding Geography Of Television Production, Myles Mcnutt
Mobile Production: Spatialized Labor, Location Professionals, And The Expanding Geography Of Television Production, Myles Mcnutt
Communication & Theatre Arts Faculty Publications
This article addresses the spatial challenges facing television laborers amid an increasingly expansive and contingent environment of local production incentives. Pushing away from the term runaway production and its limited engagement with local, spatialized dynamics of labor, I argue for a consideration of “mobile production,” wherein television series are capable of being executed in an increasingly wide range of locations—not necessarily Los Angeles—and capable of being moved should changes in an incentive system create the need to do so. Through personal interviews and analysis of industry discourse, this case study of location professionals considers how the mobility of production affects …

The role of school librarians is often overlooked in advancing a respect for cultural diversity among youth, yet librarians are in key positions to champion for social justice reform in educational settings. In this qualitative study, we examine preservice school librarians' experiences with booktalking multicultural literature in a mixed reality simulation environment, as a vehicle to introduce social justice issues. Our purpose was to explore the booktalking experience as a means of developing preservice librarians' understanding of culturally relevant pedagogy, a stance concerned with developing cultural competence and critical consciousness. Our findings revealed that preservice librarians gained different levels of …

U.S. - Asean Organized Crime Cooperation As Part Of Washington's Rebalancing Policy Toward The Asia-Pacific, Tuan Anh Luc
Graduate Program in International Studies Theses & Dissertations
This research addresses the reasons why the United States of America (U.S.) has been involving in the effort of the Association of Southeast Asian Nations (ASEAN) to combat transnational organized crime. The author argues that Washington has been doing so because: first, it wants to prevent and suppress negative influences of Southeast Asian organized crime and protect national interests; second, it wants to increase regional capabilities, sometimes at the Association's request, and narrow differences so as to effectively deal with transnational organized crime; and third, it wants to justify its presence in the region and pave the way …
Explaining Nuclear Energy Pursuance: A Comparison Of The United States, Germany, And Japan, Lauren Emily Mckee
Explaining Nuclear Energy Pursuance: A Comparison Of The United States, Germany, And Japan, Lauren Emily Mckee
Graduate Program in International Studies Theses & Dissertations
Energy is critical to the functioning of the global economy and seriously impacts global security as well. What factors influence the extent to which countries will pursue nuclear energy in their overall mix of energy approaches? This dissertation explores this critical question by analyzing the nuclear energy policies of the United States, Germany and Japan. Rather than citizen opposition or proximity to nuclear disasters, it seems that a country's access to other resources through natural endowments or trading relationships offers the best explanation for nuclear energy pursuance.

January 2014 will be remembered for the sensationalized media usage of the term "polar vortex" which coincided with several polar air outbreaks. A United States polar vortex (USPV) perspective is presented to better understand the January spatial and temporal variability of this regional component of the Northern Hemisphere circumpolar vortex. Use of the monthly mean 5460 m isohypse to represent the location of the USPV extent and area revealed that the spatial features of the January 2014 USPV were not extreme relative to certain 1948–2013 Januaries. Furthermore, the Arctic Oscillation (AO), Pacific-North American (PNA) Pattern, and Pacific Decadal Oscillation (PDO) …

Perspectives Of International Students Performing Service-Learning In The United States: A Case Study With Amizade, Suzanne Beth Unger
Teaching & Learning Theses & Dissertations
Past research has demonstrated consequences of service-learning and impacts of service-learning experiences on students and community members in domestic and international settings. Researchers have this topic in developing countries; however, few have studied international students' perspectives on doing service-learning in a developed country. This qualitative study aims to determine how students recognize their lives, and lives of community members in need are impacted as a result of their Amizade Global Service-Learning program in the United States. The investigation employs Cone and Harris' (1996) conceptual framework of service-learning to examine interpersonal, sociocultural, and psychological components of the experience. Data were collected …

This paper focuses on the American states and the sources of the expanding structural imbalance between their highway-related revenues on the one hand and expenditures for transportation infrastructure needs on the other. The paper describes the roots of the funding problem over recent decades, looks at some of the responses taken at the state and federal level, and discusses their inherent limitations as solutions to this funding crisis. The paper also presents several policy recommendations for increasing revenues. We demonstrate that a variable rate gas tax indexed to the construction cost index and improvements in automobile fuel efficiency and a …
