Natural resources are essential structures of socio-economic systems which shape the well-being of humanity, environment, and the economy. Human actions have become the critical responsibility for environmental changes and pressuring many planetary boundaries. Having a systematic approach can provide a governance platform including the inherent characteristics of the resource, the historically established form of use, and transaction costs. Accountability is an integral aspect of occupational regulation and professional licensure and helps to promote ethical behavior within professional occupations. States have the autonomy to implement laws and enact sanctions against professionals who are in violation of the regulations and professional norms of the field. Most governments issue annual financial reports; in the US, state and local governments issue the Comprehensive Annual Financial Report, or its equivalent. However, these reports have been found to be neither readily accessible nor particularly informative to non-financial experts such as the general public. In response, professional associations such as AGA, the Governmental Accounting Standards Board (GASB), and the Government Financial Officers Association, have promoted the use of different types of popular financial reports as an alternative reporting mechanism. Accountability is a pivotal concern of applied social science. This article asserts that in many situations a full explanation of the sources of accountability requires the application of concepts from sociology and management science, in addition to those from the market-based approaches inspired by economics. The article describes the market-based approach to accountability exemplified by agency theory, applies it to school reform and derives several predictions about the likely success of market-based approaches to school reform, and documents the lack of evidence supporting the contention that programs for school choice will markedly improve teacher work effort and performance (as measured …

Privatization has increasingly become a policy option for government agencies struggling to meet rising demands for services but with fewer resources. In the transportation arena, many state departments of transportation (DOTs) have privatized by outsourcing highway functions to the private sector. But the outsourcing of technical and expert services such as those related to the design and construction of highway infrastructure may result in a smaller or less knowledgeable DOT workforce that is unable to perform the necessary contract management to ensure the quality of the work done by contractors. The role that input factors from project planning processes play on conflict emergence and conflict resolution in virtual teams is not well understood. Of particular interest for this paper is the role that factors during planning stages play in preventing interpersonal conflict, supporting conflict resolution and ultimately enhancing team outcomes in virtual team settings. This study examines the relationships among commitment to team goals, conflict management and team outcomes in virtual teams. First we provide an in depth review of relevant empirical findings. Here we examine the nature of private and independent K-12 education in Hampton Roads. There is great diversity in private education in the region. Private institutions typically have lower average class sizes, but have fewer computers and offer lower teacher salaries than do public K-12 schools.
