Grand strategy is about how states allocate resources and employ these resources to achieve desired political conditions. In examining the match between desired ends and available ways and means, an often-overlooked subject is how the specific tools of grand strategy are forged. One of these tools is the Littoral Combat Ship (LCS), a Major Defense Acquisition Program (MDAP) that started in 2000. The efficacy of United States (U.S.) military forces is predicated on a condition of jointness, which enables members of different military services to overcome their cultural and experiential prejudices and operate interdependently. Joint Professional Military Education Phase (JPME) II, offered through the Joint Forces Staff College (JFSC), is the principal mechanism within the Department of Defense to reduce the inter-service prejudices held by military officers and to cultivate the optimal joint perspectives and attitudes associated with jointness. Over the last few years the Department of Veterans Affairs has faced an increase of public scrutiny for its handling of veteran health care claims. Allegations that mismanagement created extensive waiting times and appointment scheduling manipulations resulted in veterans dying were made against the VA. This research examined data from the VA Monday Morning Workload Reports, the National Survey of Veterans, the VA Office of Inspector General, and media reports of whistleblowers accusing the VA of mismanagement to determine whether the VA was guilty of a state crime of omission and commission resulting in a social harm to its veterans. …

Student veterans, with their highly technical military training, may help remedy national level gaps in qualified science, technology, engineering, and mathematics (STEM) workers. Recent military education benefits and military end strength reductions have the potential to bolster the nation’s engineering technician, engineering technologist, and engineer (ETETE) workforce. Recent work by the National Science Foundation indicates that supporting veteran students towards ETETE careers involves three key tasks for educators: 1) building early awareness of ETETE pathways; 2) ensuring academic recognition for prior military work experience; and 3) providing seamless support from government agencies, academic institutions, and industry. Post-traumatic Stress Disorder (PTSD) among combat veterans remains an urgent and intractable problem for those who have served in the wars in Iraq and Afghanistan. In this paper, we argue that one of the reasons that combat related PTSD remains so difficult to treat is because psychologists - and American culture at large - do not fully understand it yet. It is our contention that there are two contributing factors that currently hinder our ability to successfully treat combat related PTSD. The Long Term Effects Of An Aging Fleet On Operational Availability And Cost: Evidence From The Us Coast Guard, Christopher W. Lavin, Robert M. Mcnab, Ryan S. Sullivan

This paper empirically examines whether the aging of a fleet affects operational availability and operating cost using a unique data-set on the 117 47-foot Motor Lifeboats (MLBs) of the United States Coast Guard (USCG). Procured from 1997 to 2003, the 47-foot MLB is the standard lifeboat of the USCG and all 117 MLBs remain in service. The aging of the MLB fleet has resulted in higher annual operating costs and lower operational availability, although the nature of this relationship remains unclear. Our estimation strategy utilizes an error components estimator to examine these issues. We employ three variants of the dependent …

The present study aims to examine the academic profiles of industrial engineering undergraduate students among a sample group of military college engineering students (N=276) in order to determine the factors impacting academic performance; to compare student groups that were identified by course scores, and to analyse performance changes over four academic years. The study started with data collection, database creation and preparation for clustering study. A two-step clustering methodology was used for grouping courses based on academic performance and context similarities. The clustering methodology results are validated by discriminant analysis.
