Many of the people caught up in the criminal justice system are non-violent offenders struggling with mental illness, which cannot and should not be addressed through incarceration. Our jails and prisons are ill-equipped to provide effective mental health services. Incarceration compounds the problem by contributing to increased psychological distress. We are relying on the criminal justice system to respond to mental illness, rather than investing fully in the spectrum of mental health care from prevention to recovery. Minnesota needs a new pathway approach in supporting people affected by mental illness. It is time we stop the practice of criminalizing mental illness, reform the probation and supervision systems, expand Medicaid and MinnesotaCare access, and fully invest in supports for people reintegrating back to their families and communities. Let’s take the millions of dollars spent annually on incarceration and invest in supportive services for people affected by mental illness. This approach invests in the health, hope, safety, and justice for all Minnesotans.

This project explores how mental health stigmatization influences communication apprehension and the willingness to communicate about mental illness. A total of 153 people completed an online survey regarding three variables. Perceived stigma and communication apprehension when communicating about their own mental health were found to be positively correlated. Perceived stigma and communication apprehension when communicating about someone else’s mental health was also found to be positively correlated. Communicating about one’s own mental illness lead to higher levels of communication apprehension compared to communicating about someone else’s mental illness. The purpose of this research is to investigate the Hastings State Hospital (HSH) and its cemetery (HSHC) within a multidisciplinary framework, invoking discourse analysis, demography, and critical race theory to examine how power and risk factors impact the treatment and disposal of the body at death. It incorporates perspectives from both anthropology and sociology to interpret the data, relying heavily on the ideas of Michel Foucault. Integrating these diverse analytical tools is important to this research because social and structural forces all intersect in the creation of identity, power, and inequality.

Currently, in Minnesota alone, there are more individuals with severe mental illness being incarcerated than hospitalized. Blue Earth County's Yellow Line Project (YLP) reported that 83.7% of individuals screened positive for mental illness prior to being booked into jail . Not only does incarcerating individuals with mental illness fill our jails, it prolongs mental illness and time spent away from treatment. Jail diversion programs divert individuals with mental health disorders from the criminal justice system and into appropriate treatment when applicable. Depression is the most common mental illness, affecting almost seven percent of Americans each year. Although mental illness treatment through professional psychological services has been proven to be effective, underutilization of these services is high. Underutilization of seeking help could lead to serious consequences, such as suicide. Suicide is the second leading cause of death among adolescents and young adults aged 15-34 years old and in 2013 the highest rates of suicide were among adults aged 45-64 years old. Forty- four percent of cigarettes purchased, are by persons with serious mental illness. This population dies approximately twenty- five years earlier than the general population. In 1993, American hospitals were mandated to become smokefree. At that time, psychiatric facilities requested variances amid concerns that their patients may present adverse behaviors due to nicotine withdrawal. Within the last five years, smoking bans have become more prevalent, resulting in many psychiatric facilities adhering to a no smoking policy. The Owatonna Mental Health Unit at the Owatonna hospital currently has a variance to allow smoking breaks for their mentally ill inpatients.

The purpose of this study is to examine the relationship between mental illness and stigmatization. For most of the twentieth century, popular attitudes towards the mentally ill were overtly negative and stigmatizing. In the 1970s-1980s, however, a putative shift in perceptions--thought to be the result of increased public knowledge about psychological disorders--purportedly diminished the stigma attached to mental illness. House of Hope, Inc. (HOH) is a rural residential chemical dependency treatment center serving adults over the age of 18. HOH is a non-profit non-sectarian agency. Many clients at HOH have a dual diagnosis of chemical dependency and mental illness. Consumers at HOH are encouraged to volunteer, but are given limited support to do so. They have several hours in their day where there is no programming, and many consumers feel bored and unproductive.
