The state of New York has ambitious mandates for reducing greenhouse gas emissions and increasing renewable energy generation. Solar energy will play an important role in reducing greenhouse gas emissions from the electric energy sector. Concerns over solar installations’ impacts to host communities and the environment have led to growing conflicts over solar energy siting on Long Island, in other parts of New York, and throughout the US. This paper elaborates on the theoretical and methodological fundamentals of a tradable green certificates system to foster renewable energy development in Ukraine. It proposes a management mechanism premised on the classical market model of tradable green certificates aiming at increasing the share of electricity from renewable energy sources in the country’s energy mix. Organizational stages of the mechanism formation at the national level and a methodological approach to assess green electricity generation cost are developed. Wind power is becoming an increasingly attractive method of electric power generation due to concerns with global climate change, increasing uncertainty of future oil supplies, and energy security. While most large-scale wind turbines are part of wind farms, which help states meet state renewable energy standards, several colleges and universities in the United States have purchased wind turbines for financial and educational purposes.
