The Minnesota News Council: Principles, Precedent And Moral Authority, Erik Ugland

This study addresses the Minnesota News Council’s moral authority–that is, its ability to serve as a referent for the ethical or moral choices of others–and how its authority might be affected by perceptions of its legitimacy. After analyzing all of the Council’s 125 written determinations, we argue that the Council’s legitimacy and authority could be enlarged by clearer statements of ethical principles, explicit expressions of standards of conduct, and more consistent references to past determinations.

Examining The Relationship Between The Therapeutic Bond And The Phases Of Treatment Outcome, Stephen M. Saunders

Examined the association between the therapeutic bond—an element of the therapeutic alliance—and treatment effectiveness. 114 psychotherapy clients completed self-report questionnaires at intake and throughout open-ended, psychodynamically oriented psychotherapy. Three bond scales, role investment (RI), empathic resonance (ER), and mutual affirmation (MA), were contrasted to session quality and the three phases of outcome (remoralization, remediation, and rehabilitation). Results indicated that different aspects of the bond predicted session quality and treatment outcome. Clients who felt motivated and invested in therapy (relatively high RI) and who reported that the therapeutic environment was friendly and affirmative (relatively high MA) were likely to rate the …

Using Gis To Evaluate The Effects Of Flood Risk On Residential Property Values, Alena Bartosova, David E. Clark, Vladimir Novotny, Kyra S. Taylor

Annually, flooding causes more property damage in the United States than any other type of natural disaster. One of the consequences of continued urbanization is the tendency for floodplains to expand, increasing flood risks in the areas around urban streams and rivers. Hedonic modeling techniques can be used to estimate the relationship between residential housing prices and flood risks. One weakness of hedonic modeling has been incomplete controls for locational characteristics influencing a given property. In addition, relatively primitive assumptions have been employed in modeling flood risk exposures.

The quality of public schools is often cited as an important attribute which distinguishes a community. Indeed, a recent public opinion poll conducted by the California Public Education Partnership indicates that residents rank improvements in public education higher than such high profile issues as environmental quality and crime reduction. In order to explore the role of educational quality in determining residential property values, a hedonic housing price model is used on a large sample of homes which sold within Fresno County in California over the period 1990-1994. An Analysis Of The Interest Elasticity Of Financial Asset Holdings By Income, Brian Amick, James Mcgibany

A Keynesian money demand model is used to examine the interest elasticity of financial asset holdings by income level. In this model, once an individual receives income, they first make transactions, and any leftover income goes for speculative purposes. Since only speculative balances are assumed to change with interest rates, individuals with income used mainly for transactions purposes are theorized to have asset holdings that are unresponsive to interest rates, while higher income individuals with speculative balances are expected to be more responsive to interest rates. In 1997, Ira Katznelson contributed to the ongoing discussion among social scientists and historians about how to analyze class formation and the development of the American state. He was particularly interested in tying this research to the history of liberalism in an effort to both historicize the generalizations of Louis Hartz and address the question of American exceptionalism. Evaluating the body of research, Katznelson argued that authors had too frequently abstracted the state from its context and then used it to explain the very phenomena that helped define the state's character in the first place. Speculative Attacks Or Economic Fundamentals: Evidence From The Asian Currency Crisis, Abdur Chowdhury

This paper argues that what led to the Asian financial crisis was a fatal combination of several self-reinforcing factors including external sector weaknesses, fragility in domestic financial markets due to inadequately administered financial liberalisation, loss of confidence, and short-term capital flows, maturing within less than a year and denominated in unhedged dollars. Some of these factors were country-specific while others were common to the entire region.

This essay draws on the work of French philosopher Louis Althusser, particularly his contributions to the development of ideology, in an assessment of the relationship between communication ana freedom. Althusser's understanding of freedom as an ideological creation not only privileges the role of ideology in the construction of social relationships, but also calls into question the complex interplay between media, society, and freedom. Advertising And Culture: Variations On The Theme Of Individualism In Korean And American Magazine Advertising, Joyce M. Wolburg, Hoh Kim

Social scientists regard the U.S. and the Republic of Korea as countries with opposing cultural values. Given this contrast, the advertising of each culture is expected to differ. An examination of magazine advertising indicates that American ads strongly express the individualistic culture; however, the Korean ads not only express collectivistic ideas but individualistic ones as well. Although this phenomenon is not entirely surprising given the strength of Western influence, Korean individualistic messages are different from American individualistic messages. This suggests that expressions of individualism in ads blend with the elements of each culture to produce uniquely different messages ..

Much research has focused on the police response to domestic violence; however, relatively little research has considered performance differences of various types of police officers. Although there has been widespread adoption of community policing by police departments across the country, it is not conclusive as to whether units with a specific community policing philosophy perform better than traditional units when handling domestic violence calls. The current study addresses this issue by analyzing the factors associated with victim participation; specifically, do officers and detectives operating under a specific community policing mandate produce higher rates of victim participation? Pryor’s Millennium Survey results need to be understood in the context of economists’ different economic models appropriate to different institutional frameworks. These variable/institutional framework subsystems in turn may be distinguished according to whether the variables involved exhibit considerable deviation from trend and whether significant institutional change is anticipated. One such subsystem, involving globalization, financial volatility, and income inequality, seems to be relatively independent of a subsystem made up of the domestic economy as a whole.

It is well recognized that the success of community-policing initiatives may be dependent on a variety of organizational changes, such as decentralization, increased officer autonomy and discretion, and permanent or stable geographic assignments. What is equally important, yet often overlooked, is the importance of a revised performance evaluation system that reflects the work to be performed in a community policing atmosphere.
