Roger Altman published “Globalism in Retreat” in 2009, in which he offers analysis of the 2008 financial crisis, blaming free-markets and globalism as causes of the calamity, only to praise China’s “state-capitalism”, which he believes allowed the Chinese to emerge ahead of the globalists in recovery. This article, despite its age, provides a timeless example of a dangerous tendency in public policy. The study builds on dependency theory by challenging China's self-categorization as a periphery nation. Using the mixed-methods case study approach, this study explores the effects of China's going out policy in South America. This paper questions whether protective tariffs are counterproductive as political-influence tools. This thesis will examine protective tariffs implemented throughout history in different circumstances and levels of technological development. In every case examined, the results and principles behind protective tariffs remain constant. The historical examples utilized in this research include Civil War taxes, the Smoot-Hawley tariff, and Trump’s tariffs against China in 2018. Each of these examples serve as consequential representations of protectionist tariff policy. This paper attempts to historically analyze arms treaties and arms limitation agreements between the United States and Russia. The impact of limiting and reducing strategic nuclear weapons on both countries and the ability to prevent endless proliferation is discussed. Additionally, the lack of limiting and reduction agreements on China and on tactical nuclear weapons is analyzed into projections for what the future of arms agreements or races may look like. Lastly, the extending or allowing the New START agreement and its impact on U.S. national security is assessed.
