Government Workspace Digitalization And Socioeconomic Development Outcomes In Ghana, Winfred Ofoe Larkotey, John Effah, Richard Boateng

The African Journal of Information Systems

The study sought to understand how the structurational environment shapes socioeconomic outcomes of government workspace digitalization in Ghana based on a qualitative, interpretive case study and the structurational model of technology as a theoretical lens. The findings show how the availability of electronic transactions law, government borrowing, and extendable system design can positively influence socioeconomic outcomes of government workspace digitalization. However, use of multiple system development environments, bureaucracy, a within-country digital divide, and a persistent physical signature and letterhead culture can negatively influence the socioeconomic development goals of government workspace digitalization.

Universities all over the world have green spaces (GS) as an integral part of their campuses because of the significant benefits derived from them. Aside enhancing the image of universities, GS influence the academic performance of students by reducing stress. This paper examines the preferences and uses of green spaces on UCC campus by Non-African foreign students (NAFS). Data was collected through in-depth interviews, observations and by the use of Arc-GIS 10.1 software. Sixteen NAFS were interviewed during the second semester of the 2013/2014 academic year. Growing up in the Caribbean and currently living in Ghana, I‘ve been interested in the conversation surrounding the development and definition of both a Caribbean‘ style and African‘ style and the cultural, social, political and historical issues that surround this. This paper discusses the substance and potential impact of ethnic block voting in two of Ghana's 10 political regions: Ashanti and Volta. Using the Electoral Commission of Ghana's dataset for five Presidential election results from 1992 to 2008, the paper confirms ethnic block voting in the two regions. The paper views the phenomenon as detrimental to Ghana's evolving democracy as it is a potential trigger for civil war, and recommends vigorous education, equitable distribution of resources, and comprehensive development to curb the problem.

West Africa has a long tradition of human migration. Since the era of European colonization and during the twentieth century much of this migration has been rural to urban. This paper analyzes statistical data, observations, and interviews to compare the impacts of this migration on the cities of Bamako, Mali and Accra, Ghana. This analysis supports the conclusions that rural to urban migration in Ghana has resulted in the creation of an urban subsistence existence and an increased number of people participating in the informal sector of the economy.
